Speech by General Secretary To Lam at the closing session of the 13th Conference of the 13th Party Central Committee

On the morning of October 8, at the Party Central Committee Headquarters, the 13th Conference of the 13th Party Central Committee completed all the contents and agenda and held its closing session. Dear Politburo members , Secretariat members, and Central Committee members !

Dear delegates attending the Conference!

The 13th Conference of the 13th Party Central Committee has completed all the contents and programs set out. Each issue was carefully prepared, thoroughly discussed, and resolved with high consensus, including many "backbone" contents directly related to the success of the 14th National Congress of the Party, to the goal of rapid and sustainable development, and to improving people's lives.

Between the two Central Conferences, the Politburo worked very urgently and resolutely, held 10 meetings, commented on 88 issues and issued 16 conclusions to promptly orient and institutionalize the contents of the 12th Central Conference and the Resolution of the 13th National Party Congress in the "acceleration" and "finish line" stages. The focus is on preparing for the Party Congresses at all levels, towards the 14th National Party Congress, in which priority is given to the content of draft documents and personnel preparation; preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; innovating Party building and personnel work; promulgating a framework of title standards for cadres under the management of the Politburo, the Secretariat and leaders and managers at all levels; periodically assessing the contingent of cadres and the quality of activities of grassroots party organizations in the whole Party; Promote socio -economic development, care for people's lives; remove institutional obstacles, perfect the two-level local government and continue to arrange and streamline the three-level apparatus in the political system, build criteria, standards, classify administrative units, classify urban areas; strengthen the prevention and fight against corruption, waste, and negativity; strengthen national defense and security; proactively engage in foreign affairs and integration; do a good job of information and propaganda work.

The 13th Central Conference discussed frankly, scientifically and reached high consensus on many important policies and decisions. Four main results can be summarized:

Firstly , the Party Central Committee approved the documents submitted to the 14th Party Congress; agreed to introduce personnel for the 14th Party Central Committee and the Central Inspection Commission; gave opinions on the time, content, program, working regulations, and election regulations of the 14th Party Congress with the motto of ensuring compliance with the charter, innovation, science, efficiency, and practicality. In particular, the content of the documents is designed to be concise, substantive, and clearly oriented towards institutional-infrastructure-human resources breakthroughs, digital and green transformation, regional connectivity, and developing the country in the direction of autonomy and sustainability.

Second , to approve the conclusion on the Report on the implementation of the 2025 socio-economic plan; to be determined to complete the remaining targets of the 2021-2025 5-year Plan; to prepare the basis for the 2026 socio-economic plan and the 2026-2030 5-year finance-budget in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.

Third , clearly identify institutional bottlenecks that need to be removed within the authority of the Central Government; unify the mechanism for periodic monitoring-inspection-evaluation, publicize the responsibilities of leaders, and encourage those who dare to think and act for the common good.

Fourth , unify major orientations and methods for organizing the implementation of the conclusions of the 13th Central Conference and the conclusions of the Politburo in the past time; establish the operating principle of "discipline comes first - resources go together - results are the measure".

The Party Central Committee has decided on a number of personnel work issues within its authority.

The spirit throughout this Conference is to take results as the measure, take people as the center, take discipline as the foundation, take innovation as the driving force. Through frank, democratic and responsible discussions, the Central Executive Committee agreed on the following 9 major orientations:

Firstly , prepare well for the 14th National Party Congress: (i) Continue to supplement and perfect the content of documents to be concise and profound, demonstrate strategic vision, affirm three strategic breakthroughs in new conditions (institutions - infrastructure - human resources), clarify digital transformation - green transformation, regional - smart urban linkage, focus on marine economy, cultural economy; it is important to quantify the indicators, clear implementation roadmap. (ii) Personnel must ensure quality - capacity - prestige - integrity - efficiency, resolutely not let people who seek positions, seek power, corruption, negativity, lack of ambition, peace is precious; promote exemplary leadership, respect real talent, arrange the right person, right job, right time.

Second , complete and over-fulfill the remaining targets of the Resolution of the 13th National Party Congress, the socio-economic development tasks in 2025, the 5-year plan 2021-2025. Continue to maintain macroeconomic stability, control inflation, create room for investment-consumption-export; accelerate "correct-accurate-fast-effective " public investment disbursement; strongly improve the business environment, reduce compliance costs, deploy one-stop public services - one-time declaration on an interconnected data platform.

Third , actively prepare for the 10th session of the 15th National Assembly and carefully prepare for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Review the legal framework and procedures; ensure democracy, discipline, and transparency; proactively plan personnel and organization, so that the election is truly a broad political activity, strengthening people's trust.

Fourth , perfect the 2-level local government model, continue to arrange and streamline the 3-level apparatus in the entire system. The focus is on digitizing processes, simplifying procedures, expanding decentralization and delegation of authority with accountability, measured by the level of satisfaction of people and businesses. At the same time, urgently complete the project on standards and classification of administrative units and urban areas in a comprehensive, interconnected, and feasible direction, creating new development space for the grassroots level, so that the grassroots government is not only the place to perform tasks and serve the people, but also an endless source of creativity in national development.

Fifth , remove institutional bottlenecks in the Central Government's authority, focusing on the fields of land-investment-construction - environment-energy; improve the corporate bond and real estate markets, strengthen market discipline and confidence; encourage public-private partnerships, technological innovation, unleash social resources, strengthen the leading role of the State economy, and promote the role of the private economy in national development.

Sixth , step up the fight against corruption , waste, and negativity with the spirit of "no forbidden zones, no exceptions", speed up inspection, examination, investigation, prosecution, and trial of cases and incidents under the supervision of the Central Steering Committee on Anti-Corruption, Waste, and Negativity; at the same time, protect those who dare to think and act for the common good, tighten Party discipline and order, to fight more strongly and build more sustainably.

Seventh , maintain national defense and security; be proactive and effective in foreign affairs and integration; firmly uphold national and ethnic interests, ensure territorial integrity, independence and sovereignty; proactively adapt to new trade policies of major partners; diversify markets , products and supply chains; maintain a peaceful, stable, cooperative and developing environment.

Eighth , promote propaganda, orientation, and dissemination of information to enhance social confidence in the cause of national defense, construction, and development; focus on propagating new policies, guidelines, measures, and ways of doing things, good people, and good deeds. Synchronously deploy propaganda on the implementation of resolutions of Party Congresses at all levels and the preparation work for the 14th National Congress of the Party.

Ninth , resolutely and seriously implement the conclusions of the 13th Central Conference; the conclusions of the Politburo since the 12th Central Conference and the conclusions to be issued in the near future. All tasks must have clear objectives, roadmaps, resources, responsibilities, and inspections; report on time; and publicize progress and results for people to monitor.

Dear comrades,

To turn major policies into concrete results, we need to act resolutely, transparently, and consistently. I propose to thoroughly grasp three focuses - three publicities - one measurement:

Three focuses: (i) Quickly institutionalize resolutions and conclusions of the Party Central Committee, Politburo, and Secretariat; (ii) Resolutely organize implementation according to weekly, monthly, and quarterly schedules; (iii) Regularly inspect and supervise, promptly remove obstacles.

Three publicities: Public progress, public responsibility, public results for society to monitor and accompany.

One measure: People's living standards and confidence. Specifically, better public services, more job and business opportunities, less time and paperwork costs; more peaceful society, more prosperous and happier people.

For local Party committees and authorities, especially at the provincial and municipal levels: It is recommended to focus on creating substantive changes: (i) From "process" to "results", each task must have outputs, responsible addresses, and clear completion milestones. (ii) From "strength at each facility and locality" to "strength by region"; perfecting planning, connecting transport-digital-energy infrastructure, forming dynamic clusters, and taking advantage of urban economies. (iii) Shifting from "caring" to "practical caring": Social security, health care, and education must reach the right people, with the right needs, at the right time; worker housing and public services must be upgraded; no one must be left behind. Strive for each individual and each family to be well cared for both mentally and materially.

We completed the 13th Central Conference with new spirit, new confidence and new responsibilities. Great advantages are opening up: Positive results in 2025, the 3-level government model is operating smoothly, the development space after the arrangement is complementing each other, the 7 strategic resolutions of the Politburo are paving the way. At the same time, the challenges are not small: Strategic competition, changes in international policies, climate change and the requirements of digital transformation and green transformation. Courage, intelligence and aspiration will help us overcome challenges, seize opportunities, so that the country can develop every day.

I suggest that each member of the Party Central Committee continue to set an example, “talk less - do more - be decisive - be effective”; resolutely avoid formality, avoid dogma, avoid pushing things. Let us together maintain discipline, unleash resources, innovate, accelerate implementation to create breakthroughs right from the last months of 2025 and create a solid momentum for 2026 and the following years.

On behalf of the Politburo and the Secretariat, I would like to sincerely thank the Party Central Committee members, delegates attending the Conference, the supporting agencies, the service staff, reporters from news agencies and newspapers... for working with a high sense of responsibility, contributing to the overall success of the 13th Conference of the 13th Party Central Committee.

With firm belief and high determination, I declare the 13th Conference of the 13th Party Central Committee closed. I request that you urgently organize the implementation of the Conference's conclusions; prepare well for the 14th Conference of the 13th Party Central Committee and especially the 14th National Congress of the Party.

Given the recent complicated weather situation, I would like to share the loss of life, health and property of people in areas affected by storms and floods and commend the Government, agencies, localities, military forces, police, youth unions, and relief organizations for their efforts, sacrifices, and fearless danger to save people, protect state and people's property, and promptly overcome recent difficulties in localities.

I request that the Party Central Committee members, especially local leaders, urgently focus on directing the work of preventing, combating and overcoming the consequences of storms, floods, landslides and inundation that are taking place seriously in many places, especially after storms No. 10 and No. 11. It is necessary to mobilize the entire political system, armed forces and people to protect people's lives and property, not to let anyone go hungry, have no shelter, or lack medical care; focus on overcoming difficulties so that students can go to school as soon as possible. At the same time, proactively prepare response plans for weather developments that are forecast to be very complicated and harsh that may occur.
