Hanoi affirms "pioneering and breakthrough" spirit on the eve of the 18th Party Congress

This morning (October 8), the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th City Party Congress, term 2025-2030. Attending the meeting were Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; members of the Standing Committee of the City Party Committee: Head of the Organization Committee Ha Minh Hai, Head of the Propaganda and Education Committee Nguyen Doan Toan, Chief of the City Party Committee Office Tran Thanh Ha and representatives of leaders and reporters from central and Hanoi press agencies.

The 18th Congress of the Hanoi Party Committee for the 2025-2030 term is scheduled to take place from October 15 to 17, 2025 at the National Convention Center, with the participation of 550 delegates representing nearly 500,000 Party members of the entire Party Committee. The preparatory session will take place on October 15, the official session will open on October 16, and close on October 17, 2025.

The 18th Congress is a special political event of the Capital, marking the first time it has been held after Hanoi and the whole country reorganized administrative units, streamlined the apparatus and perfected the two-level local government model. This is an opportunity to affirm the mettle, intelligence and pioneering aspirations of the Party Committee and people of Hanoi in the era of prosperous and powerful development of the Vietnamese nation.

According to Head of the City Party Committee's Organization Committee Ha Minh Hai, the 18th Congress was held with the theme: "Promoting the thousand-year tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy capital", with the motto of action: "Solidarity - Democracy - Discipline - Breakthrough - Development".

The work of drafting documents has been identified by the City Party Committee as a key task. The document not only summarizes the results of the past term but also orients the vision for the development of the Capital in the new period - a period of convergence of opportunities and challenges of the country entering the digital age. The outstanding new point of this Congress document is that it is short, concise, highly actionable (40 pages), but fully reflects the major contents of the Capital.

Along with document work, personnel preparation is carried out methodically, publicly, transparently and scientifically . The 18th City Party Executive Committee is expected to have 75 comrades; the Standing Committee consists of 17 comrades and the Standing Committee of the City Party Committee has 5 comrades.

Personnel selection is carried out according to the "3T, 1Q" criteria including: Pure mind, strong ethics; Intelligence, creative thinking, vision; Inspiration, solidarity, exemplary; Decisive, dare to think, dare to do, dare to take responsibility.

At the same time, Hanoi identified two breakthroughs in personnel work: First, promoting digital thinking and a transparent working style, so that all activities are monitored and made public; Second, evaluating officials based on digital data, applying modern tools such as OKR (Objectives and Key Results), KPI (Key Performance Indicators) and Dashboard (data dashboard), contributing to improving public administration capacity.

Aspiration for development for the happiness of the people of the capital

Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan said that the theme and motto of this Congress have a new and outstanding feature, which is the "breakthrough" factor, demonstrating Hanoi's pioneering spirit in carrying out assigned political tasks. The document was elaborately and scientifically constructed, based on the legal basis and seven strategic resolutions of the Politburo on Hanoi's development.

According to Mr. Toan, the spirit of "breakthrough" runs throughout the entire Political Report, with the goal of economic growth of 11% or more, creating strong changes in all fields. Hanoi aims to choose typical, leading and model work for the whole country in the fields of planning, urbanization, digital transformation, culture and education.

Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized: The 18th Congress has special significance when all political, legal, planning conditions and development opportunities are converging, creating new positions and strengths for Hanoi. The City Party Committee determined the guiding motto as "Right role - Right level - Right direction": "Right role" is to affirm the position and responsibility of the Capital; "Right level" is to reach out to the region and compete globally; "Right direction" is to closely follow the Party's guidelines and the spirit of the 14th Congress.

During the process of preparing the document, Hanoi also compared and cross-checked data with other capitals in the region, thereby proposing many new indicators, of which the "happiness" indicator was added for the first time. The Party Committee determined that people's happiness is the consistent goal and also the ultimate measure of all development policies.

The Hanoi Party Committee has also developed two full-term work programs for the 2025-2030 term, concretizing the Congress Resolution into practical projects and works. Central and Hanoi press agencies are requested to continue to accompany and spread the Congress spirit, encourage the aspirations of the Party Committee and the people of the Capital, and contribute to building a civilized, modern, and happy Hanoi - worthy of being the heart of the whole country.
