Previously, in the Conclusion Notice No. 416/TB-VPCP (dated August 12, 2025) of the Government Office on the Prime Minister's conclusion on the inspection of the progress of the Long Thanh Airport Project Phase 1, Prime Minister Pham Minh Chinh assigned the Ministry of Construction and ACV to study and propose the implementation of a third runway at Long Thanh Airport.

According to Decision No. 1777/QD-TTg (dated November 11, 2020) of the Prime Minister approving the Long Thanh Airport Construction Investment Project Phase 1, the project will invest in the construction of 1 runway, 1 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers and 1.2 million tons of cargo per year.

At the end of March 2025, the Prime Minister approved the adjustment of the Long Thanh Airport Project Phase 1. This included approving the adjustment and addition of the construction of an additional runway in Phase 1 of the project.

According to ACV, currently, for the construction of runway No. 1 (under package No. 4.6, construction of runways, taxiways, and aircraft parking lots), the joint venture has basically completed this item. On September 26, 2025, Long Thanh Airport officially welcomed the first calibration flight. With the calibration flight being implemented as planned, it marks an important technical milestone in the roadmap to basically complete the project before December 19, 2025 and operate in the first half of 2026.

Regarding the investment in the construction of the second runway (package 4.12), construction began at the end of May 2025. The contractor consortium is also focusing on construction to strive to basically complete the foundation, road foundation, and cement concrete work before December 19, 2025, ensuring synchronous completion with the passenger terminal project and putting it into operation in June 2026 according to the required schedule. Currently, for this package, the contractor consortium is mobilizing more than 283 engineers and workers with 127 motorbikes and equipment for construction. According to the plan, Long Thanh Airport phase 2 (by 2030) will have 3 runways and 2 passenger terminals, meeting a total capacity of 50 million passengers/year.

According to the National Assembly's resolution on the investment policy of Long Thanh Airport Project, the third runway is 4km long and 60m wide, meeting the needs of Airbus A380 aircraft or equivalent. The third runway is part of the second phase investment along with the second passenger terminal to achieve a capacity of 50 million passengers and 1.5 million tons of cargo/year. Therefore, it is necessary to quickly research and propose the implementation of the third runway and the second phase of Long Thanh Airport to promptly complete the investment before 2030, in accordance with the approved planning and investment policy.
