Deputy Prime Minister Nguyen Hoa Binh: 'When it's my turn, I have to handle this, I can't leave this to anyone else'

The Government's viewpoint is to always face difficulties and challenges, not avoid them, dare to confront them and focus on resolving long-standing problems.

On October 9, at a press conference to inform about the preparation and organization of the 1st Government Party Congress for the 2025-2030 term, which will take place on October 12 and 13, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that during the past term, the Government has strongly innovated its thinking and methods in its direction and administration.

Innovate thinking in policy making, unleash resources, and proactively create

This started with the Party's innovation in thinking when it issued a series of major policies and guidelines, with a long-term strategic vision, aiming at the two goals of the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding; realizing the aspiration to strive by 2045 to make Vietnam a developed country with high income and a prosperous and happy people.

With such an inclusive mindset, the Government innovates its thinking in direction, administration and action. That is the building of legal institutions with a huge amount of work. If in the past, building laws was heavily focused on management functions, now it is about unlocking resources, promoting the role of creation, decentralizing power strongly and transparently. The goal is to build a friendly and simple administration, remove bottlenecks and unlock resources.

Or the thinking about private economy when realizing that private economy is the most important driving force of economic development. Limited resources of the state economy cannot bring double-digit growth, but abundant resources in the people and enterprises help growth, so we have boldly assigned large projects such as infrastructure, airports, ports, etc. to the private sector.

State management has shifted from administrative management thinking to proactive creation, listening to people and businesses. For example, in attracting foreign investment over the past time, we needed capital, experience, and technology, but now the requirement is to improve quality and transfer technology.

"Because if we keep doing outsourcing and relying on foreign countries for outsourcing, we will not be able to escape the middle income" - Mr. Binh said.

The economy is also being restructured in a volatile world. In the context of trade wars, tariffs, and unusual conflicts, there is a need for an independent, self-reliant, and self-reliant economy. From there comes the need to restructure the economy, increase resilience, self-reliance, and self-reliance, and integrate deeply and strongly.

Regarding the management and administration methods of this term of the Government, they both inherit old traditions and are creative. These are focused, key directions and not scattered.

According to Mr. Binh, due to limited resources, sharing everywhere will not be able to produce anything "good enough". Therefore, in infrastructure construction, the Government has determined to focus on building highways, from 12,000 projects have been reduced to 5,000 projects, completing 3,000 projects in this term.

Next is strong decentralization along with resource allocation for localities to do, decide and take responsibility, promoting responsibility and creativity.

“If we go back to the locality and ask about the province’s development orientation, and the answer is that we should go to Hanoi to ask for projects, it will not be successful. Reality requires the locality to promote dynamism,” Mr. Binh said.

Adapt flexibly to turn danger into opportunity, do not avoid or fear responsibility

Another point of view is to adapt flexibly, turning danger into opportunity. Like the story of imposing tariffs, the pandemic forces us to cope and adapt flexibly to the situation. According to the First Deputy Prime Minister, reality has proven the Government's policy to be correct, when the situation is constantly changing.

He reiterated the Prime Minister’s view that challenges always outweigh difficulties and advantages. In fact, every year there are stories that affect growth, such as epidemics, wars that disrupt supply chains, trade competition, and extreme and unusual natural disasters. Therefore, without flexible responses and overcoming incidents, it is unpredictable and difficult to cope with.

In that context, Mr. Binh emphasized the Government's viewpoint of always facing difficulties and challenges, not avoiding them, daring to confront and resolve problems that have existed for many years. He said that it was his "shift" to handle them, and could not leave this matter to anyone else.

"Many terms always mentioned the backlog of 12 loss-making projects, weaknesses in the industry and trade sector; zero-dong banks or "shelved" projects... but in this shift, they must be resolved" - Mr. Binh shared.

Or he told the story of Bach Mai Hospital and Viet Duc Hospital being shelved for 12 years, the press spent a lot of ink, but soon they will be operational. With such spirit, the past term has released huge resources into the economy with hundreds of thousands of billions. That is the spirit of daring to think, daring to do, daring to take responsibility of the Government.

From there, the Deputy Prime Minister mentioned the viewpoint of saying is doing with a decisive spirit and clearly defining responsibilities that the Prime Minister always has the slogan 6 clear: Clear people, clear work, clear time, clear responsibility, clear product, clear authority. Therefore, during storms and floods, Government leaders will come to the people, or at key projects, Government members always stick together, urge, and stick close to the grassroots.

What has the government done for the people?

Answering the question of what the constructive government has done for the people, Mr. Binh said that under the leadership of the Party, the highest goal is to build a prosperous country and a happy and prosperous people.

Therefore, all efforts of the Government are aimed at improving the material and spiritual life of the people, a series of programs and projects such as hunger eradication and poverty reduction, new rural construction, ethnic minorities are all aimed at the people, basically completing the new rural construction.

He mentioned the major national target programs that have been and are being implemented such as sustainable poverty reduction, temporary housing elimination, social security spending equivalent to 8% of budget expenditure, or two upcoming major programs: people's health care and national education revival...

The programs organized by the Party and the State, such as the 50th anniversary of the liberation of the South, the reunification of the country, the 80th anniversary of National Day, are also to serve the people. In fact, the image of people not minding difficulties, sun or rain, day or night to wait for the celebration is very touching, making the celebration more majestic. The gift of 100,000 VND on National Day makes people emotional, meaningful...

Along with that is the orientation of developing the private economy to create trust and excitement in the business community. The reorganization of the country when for the first time required the commune-level government apparatus to have a one-stop administrative center so that people only need to come here to solve all their needs.

Decisions on science and technology create excitement in the research, academic, and teaching communities; decisions for overseas Vietnamese such as regulations on restoring nationality make many overseas Vietnamese cry...

According to the First Deputy Prime Minister, the results achieved during this term are stable macro-economy, national growth; basically completing and successfully completing the streamlining of the apparatus and organization of two-level local governments to be closer to the people and serve them better.

Perfecting institutions, with an important legal foundation for growth momentum in the following years; restructuring the economy to adapt to the new situation such as promoting private economic resources, focusing on digital transformation, technology, improving processing, etc.

Along with that is ensuring social security, developing a strong culture, approaching international standards; ensuring achievements in health, education, national defense and security; proactively integrating and participating in leading and solving pressing world problems.
