Our province has 12 ethnic groups living together, each with its own customs, festivals and traditional arts, creating a colorful cultural picture. Implementing Project 6 on preserving and promoting traditional cultural values ​​of ethnic minorities associated with tourism development (National Target Program 1719), all levels and sectors in the province have focused on investing in building cultural institutions; supporting the preservation and promotion of fine traditional cultural features of ethnic groups, associated with the development of typical tourism products.

Every year, the Department of Culture, Sports and Tourism coordinates with the Department of Ethnic Minorities and Religions to review and propose the allocation of funds from the 1719 Program to carry out activities to preserve and promote traditional cultural values ​​associated with tourism development. Mobilize community participation in preserving and promoting traditional cultural values; strengthen training and fostering of grassroots cultural officials, artisans, and prestigious people in teaching and preserving folk performing arts; develop typical tourism products, build a cultural image of Son La with a strong identity, attracting domestic and foreign tourists.

In the period of 2021-2025, the Department of Culture, Sports and Tourism will coordinate with localities to organize 17 training courses, professional development, and teaching of intangible culture; research and preserve heritages at risk of being lost, such as the Moi Festival of the Muong people, tu lu and crossbow shooting of the Mong people; build a model of the cultural life of the Mong people in Van Ho commune, the Thai people in Yen Chau commune; establish 10 folk culture clubs; support 70 traditional art troupes in ethnic minority areas. The sector also compiled and published the book "Traditional cultural beauty of ethnic minorities in Son La province"; "Preserving and promoting the good cultural values ​​of the Thai people in Son La in the process of international integration". In addition, the Department also carried out restoration and prevention of degradation of relics: Muong Va Tower, Sop Cop commune; Vietnam - Laos revolutionary historical relic site, Phieng Khoai commune; King Le Thai Tong Temple; Moc Ly Fort; Pha Din Pass Historical Relic. Coordinate with press and media agencies to make 2 films at tourist destinations in the communes: Ngoc Chien, Muong La, Ta Xua, Bac Yen. Organize a workshop on building tourism products for ethnic minority and mountainous areas; develop tourism promotion reports broadcast on VTV3 channel of Vietnam Television; support investment in preserving typical traditional villages of ethnic minorities in Ta So village, Moc Chau ward...

Also from the capital of Program 1719, the Department of Culture, Sports and Tourism has supported the investment in building 20 cultural and sports institutions; 576 sets of equipment in ethnic minority and mountainous villages; built new and repaired 191 communal and village cultural houses, with a total investment of more than 200 billion VND, contributing to raising the rate of villages with community houses to 95.43%, equivalent to 2,320 villages with cultural houses and traditional art troupes.

Ngoc Chien Commune has more than 95% of the population being Thai, Mong, La Ha ethnic people. Implementing the Project to preserve and promote traditional cultural values ​​of ethnic minorities associated with tourism development, in the period of 2022-2025, the commune has been supported with more than 300 million VND to support the activities of art troupes; purchase cultural equipment for villages and organize New Rice Festivals, Pang A Festival of La Ha ethnic group and buffalo worship rituals... Mobilizing socialization to build and upgrade spiritual tourism spots associated with culture such as Don Ho Church; Sa Mu sacred tree; Xu Cong; Coc No Xi Tu... with a total value of about 6 billion VND.

Mr. Nguyen Minh Tuan, Secretary of the Party Committee of Ngoc Chien Commune, said: The commune maintains the teaching of folklore, with one Then singer, 35 Thai singers, 51 Tinh Tau musicians, 46 panpipe players, 15 flute and leaf trumpet players; collects 11 historical and cultural stories and trains tour guides. Many unique festivals are restored, thanks to which, each year, the commune attracts more than 120,000 tourists, with tourism revenue reaching 8-10 billion VND.

The results from the 1719 Program Project have contributed to promoting socio-economic development and improving the spiritual life of ethnic minorities. Many localities have strongly developed and become attractive tourist destinations, both preserving and promoting cultural values ​​and developing the economy, reducing poverty sustainably, building new rural areas and eliminating backward customs.
