
In mid-July, Hai Son commune was filled with joy when poor and near-poor households received funding to build and repair houses from the province's social security program. The commune's working group presented 520 million VND to 7 disadvantaged households. In her new, spacious house, Ms. Ly Si Mui (Than Phun village) emotionally shared: "Before, we were always afraid during every rainy and stormy season. Now that we have a solid house, my family can work with peace of mind and raise our children better."
Ms. Mui's joy is also the shared joy of hundreds of households in Quang Ninh when the program to eliminate temporary and dilapidated houses in 2025 brought clear results, spreading love and happiness.
Implementing Decision 539/QD-TTg (June 19, 2024) of the Prime Minister on the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" in 2025, the Provincial People's Committee issued Decision No. 2228/QD-UBND and Plan No. 10/KH-UBND, simultaneously implementing 2 programs: Housing support for people with meritorious services, martyrs' relatives and eliminating temporary and dilapidated houses for poor and near-poor households.
The province assigned the Department of Construction to issue regional-appropriate housing designs, guide criteria, and publicize information; the Department of Agriculture and Environment coordinated with localities to review the right subjects, avoid duplication and omission. Localities promoted the model of "State support - People's response - Community assistance", mobilizing the total social force to participate. Thanks to that, the implementation took place quickly, neatly, effectively, on schedule and as required.
According to the Department of Agriculture and Environment, by the end of August 2025, the whole province completed 100% of the plan, supporting 104 households (87 households for new construction, 17 households for repair) with a total cost of nearly 22.5 billion VND, of which the provincial budget spent more than 5.2 billion VND, socialized sources were 2.5 billion VND, the rest was counterpart capital, labor and materials contributed by people, clans and communities.

The projects all meet the “3 hard” criteria (foundation, frame, roof), ensuring safety, sustainability, and suitability to the living conditions of each region. In many localities, the new, spacious houses have brought about a clear change in appearance to rural mountainous areas, remote areas, and isolated areas.
Not only supporting house construction, many localities also integrate livelihood development programs, job creation, and vocational training for people after they have settled down. Mass organizations such as the Women's Union, Farmers' Association, Youth Union, etc. continue to accompany, support preferential loans, provide guidance on production techniques, and help households escape poverty sustainably. The completion of the goal of eliminating temporary and dilapidated houses by 2025 demonstrates the province's high political determination, high consensus on synchronous coordination mechanisms between levels and sectors, and the consensus of the people.
The housing support project for meritorious people and martyrs' relatives also achieved remarkable results with 273 households supported (86 households for new construction, 187 households for repair), the total implementation cost was over 14.3 billion VND, reaching 100% of the plan. Of which, the support level was 80 million VND/household for new construction, 40 million VND/household for repair, ensuring the correct standards and disbursement progress.
From the solid roofs in the border areas of Hai Son, Binh Lieu, Hoanh Mo, to the spacious houses in the middle of Dong Trieu, Quang Yen plains... all have created a vivid picture of a humane, affectionate and comprehensively developed Quang Ninh. The results of the program to eliminate temporary and dilapidated houses in Quang Ninh by 2025 are new spacious houses and happy smiles, thereby adding to the people's trust in the policies of the Party and State; a concrete step to realize the goal of "settling down to have a career, developing to be happy".
From that foundation, Quang Ninh continues to move towards a new phase - not only eliminating temporary houses, but also building homes full of faith and aspiration, contributing to strengthening the great national unity bloc and spreading sustainable humanistic values in the community.
