At the conference, the leaders of the Central Organizing Committee announced that on October 12, 2025, the Son La Provincial Party Committee held a conference to announce the Politburo's decision on the transfer and appointment of comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province, to the position of Secretary of the Son La Provincial Party Committee for the 2025 - 2030 term. At the same time, the leaders of the Central Organizing Committee announced Decision No. 2456 dated October 5, 2025 of the Politburo on the transfer and appointment of comrade Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee, to the position of Secretary of the Lang Son Provincial Party Committee for the 2025 - 2030 term. According to the Decision, comrade Hoang Quoc Khanh ceased to participate in the Executive Committee, the Standing Committee, ceased to hold the position of Secretary of the Son La Provincial Party Committee for the 2025 - 2030 term and related positions; mobilize and appoint to participate in the Executive Committee, Standing Committee, hold the position of Secretary of Lang Son Provincial Party Committee for the 2025 - 2030 term from October 15, 2025 and appoint to participate in the Party Committee of Military Region 1.

In particular, it is necessary to urgently grasp and deploy the action program to implement the Resolution of the 18th Provincial Party Congress; soon put the Resolution into practice; build working regulations, arrange cadres after the congress to ensure democracy, objectivity, create consensus, promote the spirit of solidarity and innovation in the entire Party Committee. At the same time, well implement the orientations and directions of the Central Committee, the Politburo, the Secretariat in the new development period; thoroughly grasp the directives of the General Secretary; prepare conditions for the 14th Party Congress and the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. In particular, it is necessary to focus on directing the rapid overcoming of storm damage in the area, paying attention to repairing infrastructure, stabilizing life, and restoring production.

Local Party committees and authorities need to focus on directing, creating substantial changes, improving the quality and efficiency of the two-level local government apparatus, paying attention to social security work and public services to better serve the people. At the same time, urgently review and evaluate the operations of the two-level local government apparatus, evaluate the quality of the staff and civil servants to have a reasonable arrangement and assignment of staff, well meeting the requirements of the tasks.
