The Ministry of Public Security announced a series of new procedures for issuing, exchanging and reissuing ID cards.

In Decision 5710/QD-BCA-C06, the Ministry of Public Security announced 15 new administrative procedures, 11 amended and supplemented procedures and abolished 16 procedures on granting and managing identity cards, applicable from the beginning of July 2025.

According to Decision 5710/QD-BCA-C06, among the 15 newly issued administrative procedures, there are 2 administrative procedures performed at the provincial-level police, including: adjusting information in the National Population Database and the ID database at the request of people of Vietnamese origin whose nationality has not been determined; collecting and updating information of people of Vietnamese origin whose nationality has not been determined in the National Population Database and the ID database and issuing ID certificates.

The Ministry of Public Security has just announced 15 new administrative procedures on the issuance and management of identity cards.

Collect and update DNA biometric information into the ID database; collect and update voice biometric information into the ID database; integrate, update and adjust information on ID cards; issue ID cards to people aged 14 and over; issue ID cards to people under 14 years old; issue, change and reissue ID cards; collect and update information of people of Vietnamese origin whose nationality is undetermined into the National Population Database, ID database and issue ID certificates; adjust information in the National Population Database, ID database upon request of people of Vietnamese origin whose nationality is undetermined; issue, change and reissue ID certificates.

In addition, Decision 5710/QD-BCA-C06 abolishes 16 administrative procedures performed by district-level police, including:

Exploiting information of people of Vietnamese origin whose nationality is undetermined in the National Population Database; exploiting information of people of Vietnamese origin whose nationality is undetermined in the ID database; collecting and updating biometric information on DNA in the ID database; collecting and updating biometric information on voice in the ID database; integrating, updating and adjusting information on ID cards; issuing ID cards to people under 14 years old; adjusting information in the National Population Database and ID database at the request of people of Vietnamese origin whose nationality is undetermined; collecting and updating information of people of Vietnamese origin whose nationality is undetermined in the National Population Database and ID database and issuing ID certificates; issuing, exchanging and re-issuing ID certificates; exploiting information of citizens in the National Population Database; exploiting citizen information in the ID database; Issue identity cards to people aged 14 and over; issue, change, reissue identity cards; issue confirmation of 9-digit identity card numbers and personal identification numbers.
