“NO ONE LEFT BEHIND” "

The humanitarian spirit of "Leaving no one behind" has truly become a strong action of the Party Committee, the government and the people of all ethnic groups in Lao Cai province in the process of implementing the goal of poverty reduction and ensuring social security. The high determination of the entire political system has created the success of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 with the leadership, close and drastic direction of the Provincial Party Committee and flexible and creative management of the Provincial People's Committee. In particular, decentralization and delegation of initiative to the grassroots is like a "lever" to raise the sense of responsibility and effectiveness of coordination activities, especially arousing the people's aspiration to escape poverty.

Multidimensional and sustainable support, policies focus directly and deeply on the most practical needs of the people. Lao Cai has implemented nearly 300 livelihood support projects, over 170 production development projects, helping people improve skills, create jobs, and have stable income. In the period of 2021 - 2025, the province's poor households decreased by an average of 3.94%/year, exceeding the Government's target by 0.44%; poor households among ethnic minorities decreased by an average of 6.36%/year, exceeding the Government's target of 6%/year. Promoting socio -economic development and focusing on improving living conditions, the whole province built over 110 traffic, irrigation, school, medical station, and domestic water projects... to better serve people's lives.

To ensure social security, Lao Cai province strives to implement a comprehensive and solid system, providing timely attention and support to the right subjects. The whole province has 100% of poor households and social protection beneficiaries granted health insurance cards, notably, health insurance coverage is higher than the national average, reaching 96%. Highlands, border areas, and ethnic minority areas have made much progress in socio-economic development, gradually narrowing the gap between lowland and highland areas. Notably, Lao Cai is the first and only province in the country to build and implement the Happiness Index with many creative and effective methods. Currently, the Happiness Index of local people reaches 68.3%.

NEW HOMES, NEW LIVES

Eliminating temporary and dilapidated houses is an extremely impressive highlight of Lao Cai province with a particularly important meaning, contributing to improving people's quality of life and sustainable poverty reduction. In the period of 2021 - 2025, nearly 25,000 houses for meritorious households, poor households, near-poor households, and households affected by natural disasters were supported to build new houses and repair in the two provinces of Yen Bai - Lao Cai before the merger. The determination to realize the dream of "settling down and making a living" has created the endogenous strength of the program. That strength is multiplied not only by the State budget but also by the solidarity, sharing, caring, and "loving others as you love yourself" of the whole community.

From September 2024 to 2025, Lao Cai province implemented the Prime Minister's direction and responded to the emulation movement "Join hands to eliminate temporary and dilapidated houses" nationwide. The entire political system from the province to the grassroots level participated in a synchronous, determined and unprecedented manner with the spirit of "Whoever has something to help, whoever has merit contributes, whoever has property contributes, whoever has little contributes little, whoever has much contributes much" to strengthen the strength of the great national unity bloc. That spirit is as heroic as the whole nation 80 years ago when it successfully carried out the August Revolution in 1945 and 50 years ago when the Great Spring Victory in 1975 completely liberated the South and reunified the country.

Like the revolutionary spirit of the past, each locality has made as many efforts with flexible and creative ways to bring the program to the finish line as soon as possible. Lao Cai has urgently supported the construction and repair of nearly 13,000 houses, achieving 100% of the set target, of which nearly 80% were renovated, completed 2 months ahead of the task assigned by the Prime Minister to the localities. The good news is that the value of each house is much higher than the support level of the State. Tens of thousands of completed houses of ethnic minorities are not only beautiful in appearance but also bright with love. The golden hearts of businesses, social organizations, and philanthropists across the country have connected the love widely.

Lao Cai carries the aspiration of “Walking together, reaching for the dream” on a new and vast journey, entering a new era of national development. That journey has an important foundation from the achievements of sustainable poverty reduction and social security assurance. Lao Cai continues to strive to achieve the only goal, which is also the highest goal of the Party Committee and the provincial government: for the happiness of the people.
