Ministry of Public Security starts construction of Gia Binh airport project in Bac Ninh province

On the morning of December 10, 2024, in Gia Binh town, Bac Ninh province, the Ministry of Public Security held a groundbreaking ceremony for the Gia Binh Airport Construction Project. This is the first airport of the People's Public Security (PPP) force, a project of special importance to the work of building a regular, elite, and modern PPP force.

The ceremony was attended and directed by Prime Minister Pham Minh Chinh ; General Luong Tam Quang, Minister of Public Security, chaired the ceremony.

Also attending the ceremony were Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, Secretary of Bac Ninh Provincial Party Committee Nguyen Anh Tuan; leaders of ministries, departments, branches, central agencies and Bac Ninh province.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that Gia Binh airport is the first airport of the People's Public Security Forces, but it is also designed for dual use, serving economic development; developing an airport system serving aviation economic development, and exploiting new spaces to serve national development.

The Prime Minister emphasized that, in addition to building an elite force, there must be the best elite means and conditions, so that when necessary, the strength of that elite force can be maximized, combined with the strength of the People's Army and the strength of the people to create a combined strength to build a strong all-people national defense posture, a people's security posture, and a strong people's hearts posture.

On behalf of the Government leaders, the Prime Minister highly appreciated the Ministry of Public Security and relevant ministries and branches for their close coordination and rapid implementation of preparations for investment in construction of the project; the Ministry of Planning and Investment and the Ministry of Finance for their prompt allocation of capital; welcomed Bac Ninh province for carrying out site clearance and handover in a short time; and thanked the people of Bac Ninh province for their unanimity and support in the work of relocation and site clearance to serve the project implementation.

The Prime Minister requested the Ministry of Public Security and relevant agencies to quickly deploy phase 1 of the Gia Binh airport project, and immediately complete documents and procedures to implement phase 2. Implement the project with the "3 best" requirements, including: Fastest time, best quality and cheapest price, thereby replicating the implementation method with other works and projects.

According to the Prime Minister, implementing these "3 best" will contribute to preventing negativity and waste, quickly putting projects into operation and use, and affirming the spirit of "saying is doing, doing what is done, finishing what is done".

In addition, the Prime Minister requested Bac Ninh province and the Ministry of Transport to research and develop a connecting route between Gia Binh airport and Hanoi capital with the "3 best" requirements: Shortest, most modern, most beautiful; no later than June 2025, there must be a plan for this route.

The Prime Minister also assigned the Ministry of Transport, the Ministry of Public Security, and Bac Ninh province to immediately carry out a pre-feasibility study for phase 2 of the project; at the same time, the Ministry of National Defense will coordinate with the Ministry of Public Security to deploy dual-use works.

For contractors, the Prime Minister requested that they focus on implementing the project with efforts to set new records, ensuring progress and quality, not exceeding budget, not allowing negativity and corruption to occur, ensuring safety, hygiene and environment. Xuan Mai commune, Gia Binh district, Bac Ninh province continues to pay attention to and take care of stabilizing the places to eat, live, living conditions, and social welfare of households that have handed over land and land to implement the project, ensuring that the new places of residence for people and the new places of study for students are better than the old places.

The Prime Minister believes that ministries, branches, agencies and localities will complete well the assigned tasks according to their functions, tasks and powers. If mechanisms, policies and conditions are needed, the agencies will report to the Government and the Prime Minister; strive to complete the project within 18 months and make more efforts to complete the project before December 31, 2025.

Gia Binh Airport project, when completed and put into use, will be a strategic project on security and defense, effectively serving the command and direction of the People's Public Security Forces. This is a project of particularly large scale, with unique planning and design highlights, demonstrating the discipline, eliteness and modernity of the People's Public Security Forces in general and the Mobile Police Force in particular.
