The leader of the Ministry of Education and Training said that, implementing the policy of arranging, restructuring, and reorganizing higher education institutions and vocational education institutions, the Ministry of Education and Training was assigned to develop two projects on this issue; and will submit them to the Prime Minister for decision and implementation in 2026.

Will implement arrangement and merger in 2026

According to Deputy Minister of Education and Training Le Tan Dung, the policy of arranging, restructuring and reorganizing universities and vocational training institutions has been clearly affirmed in Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.

“This is a major policy of the Party, which must be implemented seriously, urgently, scientifically and resolutely. The arrangement and merger will have a huge impact on the thoughts and feelings of many people, so when implementing it, it must be very careful, at the same time it must be scientific, methodical and resolute,” Deputy Minister of Education and Training Le Tan Dung said at the regular Government Press Conference in September, organized by the Government Office on the afternoon of October 5.

The Ministry of Education and Training is fully aware of its responsibility in this important matter. However, this is a major policy that the Ministry of Education and Training cannot do alone but requires the cooperation and consensus of central ministries, branches, localities, especially universities and vocational training institutions.

Deputy Minister Le Tan Dung said that currently, the Ministry of Education and Training is assigned to develop a Project to rearrange and reorganize higher education and vocational education institutions and the second Project is to transfer a number of higher education and vocational education institutions to local areas. In the near future, the Ministry of Education and Training will submit this content to competent authorities and the Prime Minister for decision and will implement it in 2026.

Clear criteria for arrangement and merger, avoiding negative situations of asking and giving

According to Deputy Minister Le Tan Dung, one of the important contents today is to solve the problem of training being linked to practice, training according to the requirements of society as well as the labor market.

The Ministry of Education and Training determined that the upcoming Project must be based on the viewpoints and Resolutions of the Party, Resolutions of the National Assembly, and Resolutions of the Government for development and implementation.

The Ministry of Education and Training also bases on the strategy for developing higher education and vocational education; based on the planning of the network of higher education institutions and vocational education institutions approved by the Prime Minister; based on the socio-economic development goals of the country in the coming period and national security and defense.

According to international experience and practical conditions of our country, this Project will clearly define the mission of universities and vocational training institutions. On that basis, the construction of the Project is based on specific and clear principles and criteria to ensure publicity and transparency when implemented, avoiding situations of asking for and giving, taking advantage, lobbying, and negativity.

"In the near future, we will seek opinions from ministries, branches, localities, experts, especially universities and vocational training institutions, to create high consensus when implementing this project," said Deputy Minister Le Tan Dung.

After the Project is approved by the competent authorities, it will be made public. At that time, the Ministry of Education and Training will provide full information to the media and press.
