According to the report of the Department of Finance, the total public investment plan for 2025, including the year 2024 transferred to the province, is 12,248 billion VND; the Provincial People's Committee has allocated 12,232 billion VND in detail, equal to 99.9% of the assigned plan. By October 6, 4,692 billion VND had been disbursed, reaching 38.3% of the capital plan, an increase of nearly 670 billion VND compared to the disbursement results at the 5th conference on September 12, 2025.
To remove difficulties and obstacles of the projects, the Provincial Party Standing Committee has established 04 monitoring teams headed by comrades in the Provincial Party Standing Committee to directly monitor and direct; the Chairman of the Provincial People's Committee has assigned Vice Chairmen of the Provincial People's Committee to be in charge of monitoring and urging each project; every 2 weeks, the Provincial People's Committee organizes a conference to promote the disbursement of the 2025 public investment plan to evaluate the implementation results and direct the resolution of each specific difficulty and obstacle.

At the conference, departments, branches, localities and investors reported on the situation, progress, results of capital disbursement and difficulties and obstacles in the process of implementing projects. According to reports from units, the progress of implementing some large and important projects of the province is still slow due to problems with site clearance; some agencies, units and localities have not been proactive in removing difficulties and obstacles; the development of project implementation plans is not suitable to the capacity. In addition, the scarcity of construction materials, high prices, as well as unfavorable weather conditions during the rainy season have affected the construction progress and capital disbursement.

Speaking at the conference, Chairman of the Provincial People's Committee Pham Thanh Ngai highly appreciated the efforts of all levels, sectors and investors in coordinating to remove difficulties and obstacles, especially since the Provincial Party Standing Committee established monitoring teams, which have created positive changes in the implementation of projects and works. However, the progress of implementation and capital disbursement is still slow compared to the plan.
There is not much time left to implement and disburse the 2025 capital plan. Chairman of the Provincial People's Committee Pham Thanh Ngai requested departments, branches, units, localities, and investors to improve their spirit and responsibility in coordination work, and be more determined in handling difficulties and problems; focus on reviewing work contents, determining specific causes and responsibilities of each agency and unit to remove and handle thoroughly, contributing to the completion of the task of disbursing public investment capital, promoting growth in 2025 as planned.
