Prime Minister Pham Minh Chinh said that the cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved. The cultural and entertainment industry is on the rise; 10 Vietnamese cultural heritages have been recognized and listed by UNESCO.

On the morning of October 20, at the opening session of the 10th Session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a report summarizing the implementation results of the Socio- Economic Development Plan for 2025 and the 5-year period 2021-2025; and the projected Socio-Economic Development Plan for 2026.

The Prime Minister said that in the 2021-2025 period, in the context of the complicated and unpredictable developments in the world , with many problems beyond forecasts, especially the severe consequences of the COVID-19 pandemic; in the country, in general, there are more difficulties and challenges than opportunities and advantages; but with high determination, great efforts, and drastic actions, we have achieved and exceeded 22/26 main socio-economic targets, approximately reaching 2/26 targets, of which all social and social security targets have been exceeded; in 2024 and 2025, all 15/15 socio-economic targets have been achieved and exceeded.

Prime Minister Pham Minh Chinh presented a summary report on the implementation results of the Socio-Economic Development Plan.

The Government's report pointed out 8 outstanding results. In particular, we successfully controlled and effectively overcame the COVID-19 pandemic with the spirit of "Putting the health and lives of the people first and foremost", which was recognized and highly appreciated by the international community.

Vietnam's economy has proven its resilience to external shocks, maintaining one of the highest growth rates in the world. The tourism sector has recovered, welcoming about 22-23 million international visitors in 2025, the highest ever.

In addition, the cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved. The cultural and entertainment industry is on the rise; 10 cultural heritages of Vietnam have been recognized and listed by UNESCO. The Human Development Index (HDI) increased by 18 places, ranking 93/193 countries and territories. The network of medical facilities has developed strongly; the quality of medical examination and treatment has been improved; the health insurance coverage rate has increased from 90.2% in 2020 to 95.2% in 2025.

  Promote the development of cultural industry and entertainment industry

The quality of education has improved; many higher education institutions have increased their rankings on prestigious international rankings; 100% of Vietnamese students (194 students) participating in international Olympic competitions have won prizes.

Exemption and support of tuition fees from preschool to high school from the 2025-2026 school year; support lunch for children in boarding kindergartens in ethnic minority and disadvantaged areas, primary and secondary school students in border communes and some localities with favorable conditions have also proactively supported; allocate resources to build 248 modern boarding and semi-boarding schools in land border communes, of which 100 schools will be completed before the new school year 2026-2027.

Policies for people with meritorious services, social security, and poverty reduction have been comprehensively implemented and achieved many outstanding results with the spirit of "leaving no one behind". In the period of 2021 - 2025, 1.1 million billion VND was spent on social security (accounting for 17% of total state budget expenditure), supporting nearly 700,000 tons of rice for people in difficulty; expanding regular assistance to over 3.5 million people with meritorious services and vulnerable people... The multidimensional poverty rate decreased from 4.4% in 2021 to 1.3% in 2025. The average monthly income of workers increased from 5.5 million VND in 2020 to 8.3 million VND in 2025. The basic goal of eliminating temporary and dilapidated houses was completed 5 years and 4 months early with over 334,000 houses. Construction of 633,000 social housing units has been implemented, and 100,000 units are being completed by 2025. The Vietnam Bank for Social Policies has lent over 10.6 million poor and near-poor households and policy beneficiaries VND517 trillion, including VND22.1 trillion for borrowers to buy social housing. Natural disaster prevention and control, climate change response, resource management and environmental protection have been focused on; VND47 trillion has been spent on flood and storm prevention and control. Vietnam's sustainable development index ranked 51/165, up 37 places compared to 2016.

The very successful organization of the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of National Day September 2, the exhibition "80 years of the journey of Independence - Freedom - Happiness" has strongly aroused the spirit of patriotism, solidarity, and national pride. According to the decision of the Politburo and General Secretary To Lam, nearly 11 trillion VND has been allocated to give gifts to all the people on the occasion of National Day September 2. According to the United Nations, Vietnam's happiness index in 2025 will rank 46th, up 37 places compared to 2020 (ranked 83rd).

According to the Prime Minister, in general, in the context of many difficulties and challenges, the results achieved in 2025 and the period of 2021 - 2025 are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. Continue to create a trend of innovation; create momentum for rapid and sustainable development; create a force for inclusive and comprehensive development; create momentum to enter a new era and consolidate and strengthen the people's firm belief in the Party and State.

In addition to the very basic achievements, our country still has some limitations and difficulties. The pressure to stabilize the macro economy is still great. Mechanisms and policies are not strong enough to effectively exploit resources from people, nature, culture and to protect the environment. The real estate, gold and bond markets are still complicated. Production and business in some fields are still difficult. Science and technology, innovation and digital transformation have not really become the main growth drivers. High-quality human resources are still lacking, especially in key industries. There are still contradictions and overlaps in some legal regulations; administrative procedures must be cut more strongly. The arrangement and streamlining of the apparatus and organization of two-level local governments is difficult, implemented on a large scale, in a short time, with high requirements, so some places are still confused and not synchronized. The handling of backlogged and long-standing real estate projects and facilities still requires more efforts. The lives of a segment of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, islands... Environmental pollution, traffic congestion, flooding, subsidence, landslides... in large cities and mountainous areas have not been effectively handled. Natural disasters, storms, floods, and more extreme weather. The security and order situation in some areas, cyber security crimes, and high-tech crimes still have potential complications...

The Prime Minister stated that the results achieved were due to the leadership and direction of the Party Central Committee, directly and regularly by the Politburo, the Secretariat, and Party and State leaders, headed by the General Secretary; the supervision, accompaniment, and effective coordination of the National Assembly and agencies in the political system; the drastic direction and administration, proactively following the situation, timely, flexible, appropriate, and effective policy responses of the Government, all levels, sectors, and localities; the support and active participation of the people and the business community; and the cooperation and assistance of international friends.

The Prime Minister said that the tasks and solutions from now until the end of the year are: Effectively implementing the Resolutions of the Politburo, the National Assembly and the Government. Focusing on promoting growth of over 8% in conjunction with maintaining macroeconomic stability, controlling inflation, ensuring major balances; promptly and effectively responding to external shocks; focusing on removing difficulties and obstacles for long-standing backlog projects; striving to disburse 100% of public investment plans; preparing to start and inaugurate a series of large-scale, key works and projects on December 19, 2025, including the Lao Cai - Hanoi - Hai Phong Railway Component I Project, 02 large sports centers in Hanoi and Ho Chi Minh City; continuing to review and effectively deploy local authorities at 2 levels. Doing a good job of social security, especially during the Lunar New Year; mobilizing all resources to promptly overcome the consequences of natural disasters, storms and floods; maintain social order and security; improve the effectiveness of foreign affairs and international integration.
