The development of the Circular aims to specify the provisions of the Law on Emulation and Commendation and Decree No. 152/2025/ND-CP, serving as a basis for agencies and units under the Ministry, as well as the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Departments of Tourism nationwide to effectively implement emulation and commendation work in the new period. This is also an important step in implementing the policy of decentralization and delegation of power, contributing to improving the effectiveness of state management and promoting patriotic emulation movements in the entire Culture, Sports and Tourism sector.

Accordingly, the drafting of the Circular will be implemented from October 17, 2025 and is expected to be completed and submitted to the Minister before December 25, 2025. Specifically: From October 17, 2025 to November 2, 2025, the Circular drafting plan will be issued, the Circular drafting team will be established; the first draft of the Circular will be drafted; and the first meeting of the drafting team will be held.
From November 3, 2025 to November 18, 2025, post the draft Circular on the Ministry's Electronic Information Portal; Send it to agencies and units under the Ministry, specialized agencies on culture, sports and tourism at the provincial level, Ministries, branches, organizations and relevant individuals for comments.
From November 19, 2025 to December 4, 2025, receive and explain comments; Complete the components of the Circular dossier (Submission, Draft Circular, Summary of comments, Report on receipt and explanation); 2nd Drafting Group meeting.
From December 5, 2025 to December 15, 2025, conduct appraisal of the draft Circular; Receive and explain appraisal opinions; Hold the 3rd Drafting Group meeting and complete the dossier to submit to the Minister.
The Circular is drafted according to the simplified procedures prescribed in Clause 1, Article 50 of the Law on Promulgation of Legal Documents 2025: "In case of needing to make immediate amendments to conform to newly promulgated legal documents". During the drafting process, ensure close coordination between agencies, organizations and units within the Ministry, promptly urge and remove difficulties and obstacles during the drafting process.
The Ministry of Culture, Sports and Tourism assigned the Department of Personnel Organization as the standing unit of the Circular Drafting Team, responsible for presiding over and coordinating with the Department of Legislation, the Department of Planning and Finance and relevant agencies and units to organize the development of the Circular according to the Plan approved by the Ministry's leaders./.
