Accordingly, Thanh Hoa province announced 38 new internal administrative procedures in the field of cultural heritage, applied within the scope of agencies in the state administrative system in the area.
The procedures are issued to unify the processing process, ensure consistency, publicity and transparency, contribute to shortening the processing time and improving the quality of service for people and organizations.

The decision clearly states: promulgate a detailed list of 38 newly issued internal administrative procedures in the field of cultural heritage, under the authority of the Department of Culture, Sports and Tourism and the People's Committee of Thanh Hoa province.
List of 38 new internal administrative procedures
The appendix issued with the decision includes 38 procedures in the field of cultural heritage, including main groups of procedures such as:
Group of procedures on archaeological planning, including: approval of archaeological planning; approval of adjustments to archaeological planning; appraisal and approval of planning for national relic clusters and provincial relics; approval of tasks for relic planning.
Procedures for preserving, repairing and restoring relics include: appraisal and approval of feasibility study reports, economic and technical reports; appraisal and approval of construction drawing designs for preserving, repairing and restoring relics; consultation on construction, investment and renovation projects inside and outside relic protection areas.
The group of procedures related to intangible cultural heritage and world heritage includes: approval of public museum exhibition outline; decision to organize provincial intangible cultural heritage festival; approval of project to manage, protect and promote the value of intangible cultural heritage; approval of management plan, adjustment of management plan and regulations for protecting world heritage.
All procedures are specifically regulated in terms of order, time limit, implementing agency, documents, implementation method and legal basis.

Procedures for approving archaeological planning: To be carried out within 15 working days from the date of receiving valid documents; the documents include a submission, explanatory report, planning map, opinions of the management agency, residential community, relevant organizations and a draft approval decision. Decision-making agency: Provincial People's Committee.
Procedures for approving adjustments to archaeological planning: Implemented within 20 working days; must have written opinions from the Ministry of Culture, Sports and Tourism before approval by the Provincial People's Committee.
Procedures for approving the task of planning a national relic cluster: Time limit of 27 working days after receiving appraisal opinions from the Ministry of Culture, Sports and Tourism .
The dossier includes a presentation, explanatory report, map, opinions of the community, agreement documents of relic management agencies, and draft approval decision.
Procedures for approving feasibility study reports on preservation, restoration and rehabilitation of relics: The deciding agency is the Provincial People's Committee; the dossier is appraised by the Department of Culture, Sports and Tourism ; the result is a decision approving the feasibility report.
In addition, other procedures such as consulting on investment and construction projects in relic protection areas; appraisal and approval of relic conservation construction drawings; approval of world heritage management plans... are all specified to ensure unified management and avoid overlap between government levels.

All 38 procedures do not require administrative fees, demonstrating a strong reform goal, reducing costs of implementing procedures for administrative agencies, public service units and organizations assigned to manage heritage.
Increase transparency and standardize heritage management processes
According to the People's Committee of Thanh Hoa province, the announcement of new internal administrative procedures is a step to concretize the policy of administrative reform and digital transformation in the cultural field.
Procedures are standardized, forms, document components, and processing times are unified, creating favorable conditions for digitizing the settlement process on the electronic system, minimizing manual paperwork.
This not only contributes to improving the effectiveness of state management of cultural heritage but also creates favorable conditions for the conservation, restoration and promotion of the value of relics and heritages in the province.
Thanh Hoa currently has more than 1,500 ranked relics, including 5 special national relics and one world heritage - Ho Dynasty Citadel Heritage Site.
The Provincial People's Committee requests relevant agencies and units to publicly disclose all contents of these procedures on the Provincial Electronic Information Portal, the Information Page of the Department of Culture, Sports and Tourism and at the Public Administration Service Center for reference and implementation.
