Need to supplement development orientations in Hai Duong when merging provinces

On April 14, the Provincial Union of Science and Technology Associations held a workshop to solicit opinions from experts and scientists to advise and contribute to the draft documents of the 14th National Party Congress and the draft Political Report of the Provincial Party Executive Committee, term XVII, 2020 - 2025.

At the workshop, delegates analyzed and contributed many comments to the drafts. Commenting on the draft documents of the 14th National Party Congress, some delegates proposed that along with successfully implementing the apparatus streamlining revolution, the Central Government should continue to implement decentralization and delegation of power more clearly as shown in related legal documents, such as: Law on Government Organization, Law on National Assembly Organization, Law on Local Government Organization, etc. Especially clearly defining the authority of each level of government after the district level no longer exists.

Delegates suggested continuing to strengthen the fight against corruption, waste, and negativity. Judicial agencies should promptly investigate, prosecute, and try particularly serious cases that cause huge losses to the country's economy. Some delegates said that when issued, legal documents need to be complete, synchronous, unified, effective, and feasible so that agencies, organizations, and individuals in society can strictly and thoroughly comply with them.

The Party and State need to pay more attention to social security policies and treatment for people with meritorious services; implement policies and treatment regimes for cadres and civil servants, especially cadres in villages and residential areas; pay attention to investing in building housing areas for workers and laborers in economic zones and industrial parks...

Commenting on the draft Political Report of the Provincial Party Executive Committee, term XVII, 2020 - 2025, delegates suggested that it is necessary to continue to reasonably and scientifically inherit the goals that have been determined from the 17th Congress and supplement them in accordance with the new development stage. The report needs to supplement the contents showing the thinking about the "new development era".

At the same time, clearly identify the key milestones that need to be achieved in the new development era. Regarding setting specific goals and targets for the next term, delegates suggested focusing on setting feasible and quantifiable targets...

Dr. Pham Xuan Thien, Provincial Political School, proposed adding contents expressing the thinking about the "new development era" to the Political Report of the Provincial Party Executive Committee, term XVII, 2020 - 2025.

In particular, if Hai Duong province merges with Hai Phong city, the provincial Party Committee needs to consider and research the development orientation of supporting industries, processing industries; high-tech agriculture, organic agriculture for Hai Duong region. Along with that, develop services in the direction of connecting with tourist and service destinations to take advantage of the advantages of both regions. Regarding infrastructure development and urbanization, it is necessary to continue to invest in developing transport infrastructure as Hai Duong has planned but connecting with Hai Phong; at the same time, propose new transport routes to create links between regions of the two localities.

Some delegates said that for the previous urban development orientations of Hai Duong, we should continue to invest in infrastructure so that some former towns can soon meet the urban criteria to become wards in the future. Hai Duong also needs to orientate the strong development of supporting industries, develop high-quality human resources to supply Hai Phong City and the whole country...
