(NLDO) - Four licensed mineral mines for stone exploitation, including Truong Ban, Suoi Mo II, Hoc Gia Hanh and Ho Bac 3 in Da Nang, have many violations.

The conclusion of the Da Nang City Inspectorate has just been announced, requiring business owners of four mineral mines: Truong Ban, Suoi Mo II, Hoc Gia Hanh and Ho Bac 3 to correct shortcomings, report the actual mining output correctly and pay full taxes and environmental protection fees.

These mines mainly have violations in reporting mining output, which is different from reality. At Truong Ban mine of Truong Ban Construction Company Limited (formerly Hoa Son commune, now Hoa Khanh ward), the reported output in 2024 is more than 333,000 m3 but the actual mining is nearly 334,000 m3, a shortage of nearly 1,000 m3.

The inspector also concluded that the current map of Truong Ban mine does not have information on the reserves of the accompanying minerals. In 2024, Truong Ban mine will increase its mining capacity to serve the city's key projects, but this volume has not been calculated and additional fees for granting rights have not been paid according to the provisions of the Mineral Law, with more than 26,400 m3 of monolithic stone.

The Inspectorate also determined that in 2022, the Department of Agriculture and Environment advised the City People's Committee to allow Truong Ban Construction Company Limited to strip 160,400 m3 of monolithic soil, exceeding 15% of its capacity and not consistent with the mineral reserves included in the mine's exploitation design, but did not adjust the license.

Like Truong Ban quarry, Suoi Mo 2 quarry of Quang - HT Joint Stock Company (formerly Hoa Nhon commune, now Ba Na commune) has not yet calculated the additional volume and paid additional licensing fees for nearly 9,000 m3 of monolithic stone to serve key projects in 2024.

In the application for extension of the exploitation of Suoi Mo II quarry in 2020, there was a discrepancy in the reserve data, only half (314,000 m3) was recorded compared to the report. When returning the application, the Department of Agriculture and Environment stated the reason for the 29-day delay, without asking the company to explain the discrepancy or supplement the application, which is not in accordance with the provisions of Decree 158/2016/ND-CP.

Located next to Suoi Mo 2, Ho Bac 3 quarry of Southern Danang Construction Company also violated the output reporting, the reported number was about 5,700 m3 lower than the actual exploitation.

Ho Bac 3 Mine will exploit nearly 12,000 m3 of monolithic stone to serve key projects in 2024. However, this output has not been calculated and additional licensing fees have not been paid.

At the Hoc Gia Hanh mine of Quang Hung Company Limited (located in the old Hoa Son commune, now Hoa Khanh ward), the current map of the mining area does not show full information about construction items, reserves, auxiliary works... This mine reported mining nearly 37,000 m3 but the actual output was more than 41,500 m3.

Ho Bac 3 Mine has not yet calculated the additional output of more than 3,159 m3 of rock serving key projects.

Da Nang Inspectorate said that the above enterprises' declaration of false mining output to reduce their obligations to pay resource tax and environmental protection fees is a violation of Circular 17/2020 of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment ).

Three violating enterprises must pay an additional amount of more than 270 million VND, of which Truong Ban Company is more than 20.5 million VND, Quang Hung Company is nearly 161 million VND (including 2023 and 2024), and Southern Da Nang Company is more than 89 million VND.

In addition, 6 enterprises, including Truong Ban, Quang Hung, Mien Nam Da Nang and Quang - HT, must pay an additional 348 million VND after the decision to approve the additional exploitation rights fee was made.

The City Inspectorate concluded that the responsibility lies with the mining companies, and pointed out that the Department of Agriculture and Environment and related individuals had shortcomings in consulting and supervising. Related units were required to seriously learn from experience, report and send documents to pay the budget according to regulations.
