The Department of Education and Training of Ho Chi Minh City said that according to the pilot plan to build a healthy school environment, the use of mobile phones and electronic devices during recess at educational institutions in Ho Chi Minh City will be limited. The Department will have specific roadmaps for implementation.
Accordingly, in the first phase (from October 2025): Pilot implementation at 16 educational institutions in 16 professional clusters.

The City Department of Education and Training requires units to disseminate and propagate the policy of building a healthy school environment, limiting the use of mobile phones and electronic devices during recess to all cadres, teachers, staff, students and parents at the unit.
According to the Department of Education and Training, after the pilot period, an assessment of the feasibility and effectiveness of the models will be organized, as a basis for drawing experience, adjusting and replicating the model throughout the city. The Department also requires pilot units to be proactive and creative in developing and implementing the plan. Ensure the participation and contribution of students' opinions and the consensus and close coordination of parents. The pilot process must be monitored, evaluated and reported to gain experience.
During the implementation process, the department requires schools to organize surveys to collect opinions from all students about the activities they wish to participate in during recess.
At the same time, develop a plan to build a healthy school environment, limit the use of mobile phones and electronic devices during recess at the unit. The plan ensures full content: Objectives, implementation content, implementation form, resources, time, assignment of tasks, coordinating forces...

During the planning process, it is necessary to pay attention to designing activities during recess according to the following 3 basic groups: Group 1 (movement activities): Students actively participate in collective activities, sports , games, arts... Group 2 (static activities): Students choose quiet activities (chess, reading, drawing...), resting and relaxing activities on the spot (stone benches, flower gardens, quiet corners...). Group 3: Students who need to use phones and electronic devices for learning purposes and other entertainment needs (organized in groups and must have permission from teachers; use in designated areas). The school respects students' choices. However, it is necessary to ensure that mobile phones or electronic devices are not used for passive, individual, isolated personal purposes during recess.

In addition, it is necessary to flexibly implement models, plans, regulations, and processes for managing mobile phones and electronic devices in accordance with the actual situation of the unit. Deploy a plan to build a healthy school environment, limit the use of mobile phones and electronic devices during recess to all staff, teachers, employees, students and parents of students.
According to the implementation roadmap of the Department of Education and Training of Ho Chi Minh City, the pilot implementation period is from October to December 2025: 16 educational institutions will deploy and conduct the pilot at their units. From January 2026: Units will report initial results, advantages, difficulties, and lessons learned. The Department of Education and Training will synthesize data, make general assessments, make adjustments, and provide additional instructions (if any) for the next phase.
