Pursuant to Article 19 of the Law on Citizen Identification No. 26/2023/QH15, the following subjects are eligible for an Identification Card:

- People aged 14 and over. After that, when reaching the ages of 25, 40 and 60, citizens must re-issue a new ID card.

- Vietnamese citizens under 14 years old who need to be issued an ID card and complete the procedures to issue an ID card will be issued this type of document.

Policy - What documents need to be prepared to make an ID card from July 1, 2024?

Thus, from July 1, 2024, all Vietnamese citizens will be issued an ID card. However, those aged 14 and over are required to have one, while those under 14 can have one if they want or not.

Currently, the ID management agency is the place to carry out the procedures for making ID cards for citizens. The competent authority to issue ID cards according to Article 27 of the 2023 ID Law includes:

- The identity management agency of the district-level police or the provincial-level police where the citizen resides.

- The identification management agency of the Ministry of Public Security will issue and manage citizens' identification cards as decided by the Head of the identification management agency of the Ministry of Public Security.

The issuance of ID cards will be done in person or online. In case of direct application, citizens will go directly to the headquarters of the above ID management agencies. If the application is done online, they can access the website of the Ministry of Public Security for instructions.

In addition, in some necessary cases, citizens can be issued an ID card at the commune level or at the citizen's legal residence.

And according to the draft Circular guiding the implementation of the Law on Identification, the identification management agency will issue an Identification card to a citizen at that person's place of residence when the citizen belongs to one of the following categories and has a request:

- Is old and weak.

- Is a sick, ill, disabled person.

These subjects are all unable to travel. At that time, if the ID management agency has enough conditions, means, equipment, and human resources, it will issue ID cards at home to citizens.

To make an ID card, according to Article 23 of the 2023 ID Law, people who need to be issued an ID card will have to sign the ID information receipt form after the officer has received, checked and collected identification information and biometric information.

Therefore, when applying for an ID card, currently, according to the 2023 ID Law, citizens only need to check and sign the ID information receipt.

However, in case a citizen does not have complete information in the national database, it is necessary to carry out the procedure of updating the information. Therefore, for any missing or incorrect information, it is necessary to provide documents on that information to update it correctly into the system.

Procedures for making an ID card

To apply for an ID card, there will be different steps depending on the age. Specifically, the order and procedures will be as follows:

For citizens aged 14 and over

Step 1: Go to the ID management agency to request an ID card.

Step 2: After submitting the application directly to the identity management agency, citizens compare and check the information in the national database on population or industry.

In case citizens do not have information, information will be updated and adjusted.

Step 3: After updating information, citizens will receive information about identity and biometrics including facial photos, fingerprints, and irises.

Step 4: Check and sign the information receipt.

Step 5: Receive an appointment to return your ID card with a specific deadline.

For citizens under 14 years old

Unlike citizens aged 14 and over, people under 14 years old must have their card issued by a legal representative.

At the same time, for children under 6 years old, the ID card is issued through the public service portal or VNeID or when performing birth registration on the public service portal or directly at the ID management agency with the following steps:

Step 1: Go to the ID management agency or use the above forms and request an ID card.

Step 2: Collect identity and biometric information, except for people under 6 years old.

Step 3: Receive an appointment letter with the time to return the documents.

Currently, there are no detailed regulations on the fee for making an ID card. However, according to Clause 2, Article 38 of the 2023 ID Law, when issuing an ID card for the first time, citizens will not have to pay a fee.

Cases required to make ID card from July 1, 2024

Pursuant to the Law on Identification, cases requiring an Identification Card include:

- Required to issue ID card:

• When citizens turn 14 years old from July 1, 2024.

• Citizen Identification Cards and Identity Cards that expire from January 15, 2024 to before June 30, 2024 must be issued with an Identity Card from July 1, 2024.

• People who are using a valid ID card are required to be issued an ID card from May 1, 2024.

- Required to change ID card:

• Citizens aged 14, 25, 40 and 60 years old.

• Citizens can correct or change information about their last name, middle name, date of birth.

• Citizens have changes in identity, facial photo, fingerprints, gender reassignment/gender change.

• The information printed on the ID card is incorrect.

• When citizens have their personal identification number re-established.

• Upon request.

- Re-issuance of ID card includes the following cases:

• Citizens whose cards are lost/damaged cannot use them, except in cases where they are of age and must have their ID card replaced.

• Citizens are allowed to regain Vietnamese nationality.
