Thanh Hoa: "Dodging deadlines" and requiring citizens to submit documents outside of regulations will be strictly handled.

VHO - There is no longer a situation of "handling things to get them done" or shirking responsibility. The People's Committee of Thanh Hoa province requires all levels and sectors from the province to the commune to thoroughly overcome the existing problems in implementing online public services.

Thanh Hoa Provincial People's Committee has just issued a comprehensive directive on overcoming existing problems and difficulties in the process of implementing administrative procedures and online public services under the two-level local government model.

Accordingly, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi requested departments, branches, and commune-level People's Committees to carry out a series of specific tasks in August 2025, focusing on three main goals: speeding up digitalization, improving the quality of administrative procedure processing, and tightening public service discipline.

Notably, it is required to strictly handle cases of intentional wrongdoing such as: ending a file on the system when there is no result; mistakenly attaching another file result to "avoid the deadline"; or requiring citizens to submit documents outside of regulations.

Along with that, departments and branches are assigned to review all processes and interactive electronic forms (eForm), ensuring that all online public services have standardized forms, connect to population databases, and limit the need to manually fill in and resubmit paper documents.

Digitizing input records and 100% of administrative procedure settlement results with digital signatures are also required to be seriously implemented.

At the commune level, where people are directly served, the People's Committee of Thanh Hoa province requires the improvement of the apparatus, especially the accounting position; setting up account codes for 100% of communes to serve online payments, ending the situation of officials receiving cash and transferring money on behalf of people.

At the same time, local authorities must coordinate with banks to open more ATMs and alternative cash withdrawal points in remote communes, supporting people to access cashless payments.

The Department of Home Affairs is assigned to strengthen professional training for commune officials, especially those newly transferred from the district.

Departments and branches must also review the issuance of digital signatures and ensure qualified staff can process online records.

All records processed on the system must be digitally signed according to regulations, there is no longer a situation of "verbal signature".

Thanh Hoa Provincial People's Committee also clearly affirmed: people need to be informed and guided to move from "doing it for others" to proactively submitting documents and paying online, gradually reducing the number of people coming directly to the Public Administration Service Center. Only vulnerable groups are supported with manual operations.

In addition, the province also assigned the Provincial Police to deploy more citizen identification card issuance points in newly merged communes and disadvantaged areas, ensuring convenience for people. At the same time, promote instructions on using VNeID and online public services in a friendly and easy-to-understand manner.

On the side of the Provincial Public Administration Service Center, the key task is to review all public services that have been provided in full or in part on the National Public Service Portal to ensure complete synchronization with the provincial system.

The development of automatic extraction, optical character recognition (OCR) and national database connectivity functions is also being promoted to improve user experience and file processing efficiency.

This direction of Thanh Hoa Provincial People's Committee shows strong determination in substantial administrative reform, towards a transparent, accurate and convenient digital administration.

When administrative procedures are no longer "mainly administrative", when all results are digitized and transparent, people will be the biggest beneficiaries.
