According to the leader of Son Hai Group, the construction package No. 1 of the Nghi Son - Dien Chau expressway project, nearly 9 km long, was constructed by the enterprise 49%, the rest was done by Deo Ca Group and Deo Ca Construction Joint Stock Company. After the technical opening on September 1, the quality of the project was guaranteed.

However, on October 15, the company discovered about 2 km of road through Tan Truong commune, Nghi Son town, Thanh Hoa province with unusual signs. "In the field inspection, we discovered many locations with signs of black chemicals being poured, the top layer of plastic had decomposed, leaving only the stone surface...", Mr. Nguyen Viet Vuong, General Director of Son Hai Group, stated in the report.

Mr. Vuong requested Thanh Hoa Provincial Police and relevant agencies to verify and handle the saboteurs, protect the interests of the state, people and businesses.

On the afternoon of October 16, Mr. Nguyen Linh Loi, Deputy Director of the Nghi Son - Dien Chau Expressway Project Management Board, said that unusual black streaks were recorded along several kilometers of the highway through Tan Truong commune, from South to North. The Board is having the highway operation unit check for any unusual incidents on the road in recent days, or whether someone intentionally spread chemicals as the contractor Son Hai reported.

"Currently, the Board does not have the expertise, so if necessary, it will propose that the relevant units intervene. And it will also take more time to know what chemicals are causing the black streaks and whether they can destroy the road surface or not," said Mr. Loi.
