The Ministry of Construction has just issued Decision No. 1556/QD-BXD to establish two working groups to inspect the progress and quality of construction of the intelligent traffic management system, non-stop electronic toll collection and vehicle load control on the eastern North-South expressway routes, in the 2017-2020 and 2021-2025 periods.

According to the decision, the two Working Groups are headed by the leader of the Department of Economics - Construction Investment Management; the Deputy Heads are the leaders of the Vietnam Road Administration and the Information Technology Center. Members include professional staff of units under the Ministry of Construction and leaders of the Project Management Boards: 2, 7, 85, Thang Long, Ho Chi Minh Road, Railway, My Thuan.

Working Group No. 1 will inspect the component projects of Vinh Hao-Phan Thiet, Phan Thiet-Dau Giay (phase 2017-2020) and Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Chi Thanh-Van Phong, Van Phong-Nha Trang, Can Tho- Hau Giang , Hau Giang-Ca Mau (phase 2021-2025).

Working Group No. 2 is implementing the projects Mai Son-National Highway 45, National Highway 45-Nghi Son, Nghi Son-Dien Chau (phase 2017-2020) and Vung Ang-Bung, Bung-Van Ninh, Van Ninh-Cam Lo, Quang Ngai-Hoai Nhon, Hoai Nhon-Quy Nhon, Quy Nhon-Chi Thanh (phase 2021-2025).

The heads of the Working Groups are responsible for developing outlines and inspection plans; assigning tasks; working directly with investors and relevant agencies; and synthesizing reports to the Minister of Construction. The Working Groups operate part-time and are self-dissolved when the project is completed and put into operation.

The establishment of these two inspection teams comes at a time when many North-South Expressway component projects in the 2021-2025 period are behind schedule. Currently, there are two projects that have not approved bidding documents for construction packages and eight projects that have not approved bidding documents for equipment.

The Ministry of Construction has requested the Project Management Boards to urgently review progress, clarify the causes of delays, complete bidding documents as soon as possible and make detailed implementation plans. The Ministry also emphasized that it will consider the responsibility of the Project Management Board Directors if the delay continues.
