Urgent development of power sources, ensuring stability in an environmentally friendly direction

On the afternoon of October 22, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee for the Construction of Nuclear Power Plants, chaired the third meeting of the Steering Committee. Also in attendance was Deputy Prime Minister Bui Thanh Son.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that national energy security and stable electricity supply are urgent requirements for economic development. Experience shows that if the growth rate is 1%, electricity growth must be 1.5-2 times higher. If the growth rate is 7% in 2024, electricity growth must also be 12%; if the growth rate is 8% in 2025, electricity growth must be 15%. Currently, the country's electricity consumption capacity is 54,500 MW; the annual growth rate is nearly 6,500 to 8,200 MW. The Prime Minister said that the policy in the coming time is to focus on developing high technology, chip production, building large national data centers, building high-speed railway systems, urban railways... the demand for electricity is very high. Therefore, it is necessary to develop urgent power sources.

The Prime Minister stated that nuclear power is being re-evaluated as a stable source of electricity, playing an important role in ensuring energy security and meeting the requirements of energy transition towards clean, environmentally friendly energy, achieving low emission targets.

The Politburo and the Central Executive Committee have issued Resolution 56 in 2024 agreeing on the policy of restarting the Ninh Thuan nuclear power project and continuing to study the Vietnam nuclear power development program in Khanh Hoa. Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security until 2030, with a vision to 2045, continues to direct the urgent implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects with appropriate partners, ensuring the best interests of Vietnam, taking into account the previous agreement to put them into operation in the period up to 2035.

The Prime Minister has issued Decision No. 72 and Decision No. 1689 to establish the Steering Committee for the construction of nuclear power plants to direct the resolution of important, inter-sectoral issues in the process of implementing Resolution No. 174 of the National Assembly to continue implementing the investment policy for the Ninh Thuan nuclear power project. In addition, Resolution 70 of the Politburo requested the Ministry of Industry and Trade to base on Resolution 70 to submit to the National Assembly to issue a Resolution on mechanisms and policies to immediately resolve outstanding issues.

The Prime Minister requested to prepare to complete the legal basis, report on assigned tasks, achievements, unfinished work, obstacles, causes, responsibilities, propose solutions in the spirit of high determination, great efforts, drastic actions, thorough work, each task is done properly, assign "6 clear" tasks: clear people, clear work, clear responsibilities, clear time, clear authority results.

The Prime Minister requested a spirit of monthly and quarterly review, resolving matters thoroughly, doing things properly, avoiding wasting resources, wasting time, wasting effort; members of the Steering Committee are very determined and responsible in completing assigned tasks.
