At the beginning of the meeting, the Prime Minister emphasized that ensuring national energy security and providing stable electricity is an urgent requirement for economic development. Experience in recent years shows that for every 1 percentage point of growth, electricity growth must be 1.5 - 2 times higher. Thus, if the average growth in 2024 is more than 7%, electricity growth will be 12% and this year's expected economic growth is over 8%, electricity growth must be 15 - 16%. Currently, the country's peak electricity consumption capacity is 54,500 MW, so the annual growth rate is from 6,500 - 8,200 MW.

The Prime Minister stated that in the coming time, our country will focus on developing high technology, producing semiconductor chips, building large national data centers, promoting green transformation, increasing the use of electric vehicles, building high-speed railway systems, urban railways, etc., so the demand for electricity is very large. Therefore, we need to develop urgent power sources, in which nuclear power is considered a stable power source, playing an important role in ensuring energy security and meeting the requirements of clean, environmentally friendly energy transition, achieving low emission targets.
The Politburo and the Central Executive Committee have issued a Resolution agreeing on the policy of restarting the Ninh Thuan nuclear power project and continuing to study the nuclear power development program in Vietnam. The Resolution on ensuring national energy security until 2030, with a vision to 2045, continues to direct the urgent implementation of the Ninh Thuan 1 and 2 nuclear power projects, with suitable partners, ensuring the highest interests of Vietnam, taking into account previous agreements.
The Prime Minister has decided to establish a Steering Committee for the construction of a nuclear power plant to direct the resolution of important inter-sectoral issues in the process of implementing the National Assembly's Resolution on continuing to implement the investment policy for the Ninh Thuan nuclear power project.

It is said that after the Politburo issued Resolution 70, the Prime Minister directed the Ministry of Industry and Trade, based on this Resolution, to submit to the National Assembly and the Government to issue a number of mechanisms and policies, urgently institutionalize the policy; request to realize the instructions of General Secretary To Lam when visiting and working with the Vietnam Atomic Energy Institute.
The Prime Minister requested that at this meeting, members of the Steering Committee focus on reviewing the implementation of tasks; propose solutions, in the spirit of "high determination, great effort, drastic action, completing each task"; clearly assign "clear people, clear work, clear responsibility, clear time, clear results, clear authority".

The Ninh Thuan nuclear power project was approved by the 12th National Assembly in 2009, with a scale of 2 plants and a capacity of over 4,000 MW. But then, in 2016, the 14th National Assembly passed a resolution to temporarily suspend the project.
Faced with the requirements of the new development period, at the end of 2024, the Party Central Committee and the National Assembly reviewed and agreed on the policy of restarting the Ninh Thuan Nuclear Power Project. Immediately after that, Prime Minister Pham Minh Chinh established the Steering Committee for the construction of the nuclear power plant.

Ministries, branches and Ninh Thuan province (now Khanh Hoa province) have been carrying out many tasks related to the construction of a nuclear power plant. These include proposing a unit to take on the role of the project investor; studying specific mechanisms to implement the project; reporting to competent authorities to request approval to renegotiate with foreign partners; reviewing and adjusting the Power Plan VIII, supplementing the Ninh Thuan Nuclear Power Project; studying and amending a number of related laws; contacting the International Atomic Energy Agency (IAEA) to assess Vietnam's nuclear power infrastructure according to IAEA standards.

Ministries, branches and localities are developing plans, selecting technologies, survey routes, establishing feasibility designs, construction and steps to appraise feasibility study reports (FS), ready to negotiate and sign EPC contracts; building a special national science and technology research program on nuclear power technology and safety; building a plan to train and foster human resources for state management of research and science, supporting science and technology to serve nuclear power development...
