The announcement stated: On October 9, 2025, at the headquarters of the Ministry of Culture, Sports and Tourism, Comrade Nguyen Van Hung, Member of the Party Central Committee, Minister of Culture, Sports and Tourism and Comrade Le Minh Ngan, Secretary of Lai Chau Provincial Party Committee co-chaired a working session between the Ministry of Culture, Sports and Tourism and Lai Chau province on the development of culture, sports and tourism in the province, implementing the National Target Program on cultural development for the period 2025 - 2035 in Lai Chau province.
Also attending the meeting, on behalf of the Ministry of Culture, Sports and Tourism, were representatives of the leaders of the following units: Vietnam National Administration of Tourism, Vietnam Department of Physical Training and Sports , Department of Cultural Heritage, Department of Grassroots Culture, Family and Library, Department of Planning, Finance and the Ministry Office.

After listening to Lai Chau province's report on the development of culture, sports and tourism and the proposed list and tasks of medium-term public investment and the state budget capital plan to implement the National Target Program on cultural development for the period 2025 - 2035 in Lai Chau province, the opinions of the delegates attending the meeting, and the speech of the Provincial Party Secretary, the Minister concluded as follows:
Recently, the 15th Congress of the Lai Chau Provincial Party Committee, term 2025-2030, was successfully held, affirming the province's determination and vision in developing culture, sports, and tourism associated with socio-economic development, aiming to build Lai Chau into a bright spot of the Northwest region, where culture, people and nature blend together in sustainable development.
As one of the mountainous and border provinces located in the Northwest of the country, despite many difficulties, in recent years, with the clear-sighted leadership and direction of the Provincial Party Committee, the People's Council, the Provincial People's Committee and the solidarity and consensus of the people of all ethnic groups in the province, Lai Chau province has achieved many important results in socio-economic development, ensuring national defense, security, preserving and promoting the value of cultural heritages associated with tourism development. Some bright spots are as follows:
Many cultural activities of ethnic minorities have been preserved, honored and effectively promoted; Lai Chau is also a locality that actively coordinates with the Ministry in organizing festivals and cultural events, thereby contributing to spreading heritage values, enriching Vietnamese cultural identity, unity in diversity, and imbued with national identity...
From the foundation of culture, Lai Chau has initially effectively linked culture and tourism, gradually forming a sustainable development direction. More and more tourists come to Lai Chau, contributing positively to the local socio-economy; community tourism models are interested and developed with unique features imbued with identity, creating attractive experiences for tourists; along with that, the Province increasingly recognizes the potential and advantages of climate and landscape, thereby shaping a suitable direction in developing green and sustainable tourism.
Regarding sports, in addition to developing mass sports movements and preserving traditional ethnic sports, the Province has exploited more strongly its natural advantages to develop adventure sports and tourism sports, such as paragliding, mountain climbing, off-road running... This is a direction that both promotes the local image and attracts tourists, creating a strong spillover effect, making a practical contribution to the economic and tourism development of the province.
The Ministry of Culture, Sports and Tourism respectfully acknowledges and thanks the strong leadership and consensus of the Party Committee, government and people of all ethnic groups in Lai Chau province in joining hands to promote the development of culture, sports and tourism, actively contributing to the common achievements of the culture, sports and tourism sector nationwide.
The Ministry hopes that the Provincial leaders will continue to adhere to the chosen development orientation, promote its own identity and potential so that Lai Chau can develop more quickly and sustainably in the coming time. The Ministry of Culture, Sports and Tourism will always accompany and closely coordinate with the province in more clearly identifying the position, potential, and development opportunities; positioning the brand and promoting the "soft power" of Lai Chau culture and people; gradually narrowing the regional gap and improving the people's living standards and cultural enjoyment.
Regarding the recommendations and proposals of Lai Chau, the Minister has the following comments:
Regarding the investment in the construction of Lai Chau Provincial Museum: The Ministry of Culture, Sports and Tourism basically agrees and supports the investment policy to build Lai Chau Provincial Museum, which is an important provincial-level cultural institution, in line with the goals of the National Target Program on Cultural Development for the period 2025 - 2035.
Propose that the Provincial Party Committee and Provincial People's Committee direct the implementation of the following contents: Select a truly convenient location to build a museum, capable of connecting with tourist spaces and cultural and historical sightseeing routes, ensuring to attract tourists, becoming a prominent cultural and tourist destination of the locality.
Proactively carry out site clearance work, fully prepare technical infrastructure and clean land fund to be ready for implementation when capital is allocated.
The Ministry of Culture, Sports and Tourism is ready to accompany Lai Chau for the common development goal.
Choose a capable consulting unit, with priority given to international consultants or those with experience in designing modern museums, focusing on researching display options, applying new technology, experiential spaces, etc.
The museum needs to be designed in an open and lively way, reflecting the history - culture - people of Lai Chau, serving research and traditional education, and being a cultural institution symbolizing the architecture - culture of the province in the new era.
Proactively balance and arrange counterpart capital (estimated at about 10%) of the total project investment.
Regarding the restoration of 3 national relics (King Le Thai To Memorial Site, Tien Son Cave, PuSamCap): The Ministry of Culture, Sports and Tourism basically agrees and supports the investment policy to restore 3 relics, these are cultural heritages and scenic spots of special value, contributing to affirming the identity, cultural depth, and beautiful and majestic natural landscape of Lai Chau province.
Propose that the Provincial Party Committee and Provincial People's Committee direct the implementation of the following contents: Direct the Department of Culture, Sports and Tourism to coordinate with specialized agencies under the Ministry and relevant agencies to urgently complete documents and procedures according to the provisions of the Law on Cultural Heritage 2024, clearly defining the items, contents and scope of restoration of each relic; send them to the Ministry for appraisal and professional opinions before approval, ensuring proper procedures, quality and progress.
Based on the project documents and proposals of the Province, the Ministry will synthesize and report to competent authorities for consideration and allocation of capital for the National Target Program on Cultural Development for the period 2025-2030, ensuring fast, effective and synchronous implementation between the Ministry and localities, soon turning the relics into typical cultural and tourist destinations of the Northwest region.
The Minister assigned the Department of Cultural Heritage, the Department of Planning and Finance and the specialized functional units of the Ministry to coordinate, support and guide the specialized units of the Province in the process of reviewing, proposing the content and list of tasks to implement the national target program on culture in the province; appraising and gradually implementing the project, ensuring quality and efficiency.
Assign the Vietnam National Tourism Administration to proactively coordinate and guide the Lai Chau Department of Culture, Sports and Tourism to participate in the Golf Course Owners Conference - Vietnam Golf Tourism Development at the end of October in Hue City to introduce and promote the potential for golf development associated with the climate and landscape advantages of the Province; at the same time, strengthen connections and cooperation with international investors and partners, contributing to diversifying products and enhancing the image of Lai Chau tourism.
The Vietnam Sports Administration shall continue to pay attention to guiding and supporting the development of adventure sports, sports tourism, etc.; and organize regional and national sports tournaments when the locality is assigned to host.
