Specifically, CC1 said that after working with the People's Committee of Dong Nai province, the unit hired a consultant to prepare documents for the Cat Lai bridge project and Dong Nai 2 bridge (also known as Long Hung bridge).

CC1 has researched many different investment options with the aim of providing the best options as well as optimizing state capital participation in projects.

Cat Lai Bridge connects to Ben Luc - Long Thanh Expressway

Through survey and research, CC1 believes that the connection between Ho Chi Minh City and Dong Nai is still mainly via Cat Lai ferry, which is often overloaded, causing congestion.

On Nguyen Thi Dinh route, the main road leading to Cat Lai port and Cat Lai ferry, every day it has to receive a large number of heavy trucks and container trucks, causing great pressure on the infrastructure and affecting the port's import and export activities.

Therefore, the investment in building the Cat Lai cable-stayed bridge to replace the existing ferry is extremely necessary, contributing to promoting the socio -economic development of Ho Chi Minh City, Dong Nai and the entire key economic region of the South.

Accordingly, CC1 proposed an investment plan for Cat Lai bridge with a total length of nearly 11.7km, connecting Cat Lai ward (HCMC) through Nhon Trach commune (Dong Nai province).

The starting point of the project is at My Thuy intersection (Km1+500), the ending point of the project is at Ben Luc - Long Thanh expressway intersection (Km13+145).

Project implementation period from 2025-2029.

Cat Lai bridge project is divided into 3 component projects.

Component project 1: Site clearance and construction of Nguyen Thi Dinh Street expansion is invested in the form of PPP, BT contract type, payment by Ho Chi Minh City budget. Total investment capital is 4,975 billion VND (including loan interest, 100% of capital arranged by the investor).

Component project 2: Dong Nai (using local budget) for site clearance with total capital of VND 2,985 billion.

Component project 3: Construction of Cat Lai bridge and access road to Ben Luc - Long Thanh expressway (investment in the form of PPP) with a total investment capital of 12,564 billion VND (including loan interest, 100% capital arranged by the investor).

Proposal to appoint contractors for 2 projects, starting construction at the end of 2025

CC1 assessed that the number of container trucks and heavy trucks entering and leaving ports and industrial parks is continuously increasing, causing infrastructure overload, high logistics costs, and affecting the region's competitiveness.

Therefore, the investment in building Dong Nai 2 Bridge aims to create more direct connections from the North and Northeast of Ho Chi Minh City to Dong Nai province, reducing pressure on Hanoi Highway and Long Thanh - Dau Giay Expressway.

Dong Nai 2 Bridge Project has a route length of 11.8km connecting Long Phuoc ward (HCMC) through Tam Phuoc ward (Dong Nai province).

Starting point of Ho Chi Minh City Ring Road 3 intersection at Go Cong intersection (Km1+500) to the end point of the project intersection with National Highway 51.

Implementation period from 2025-2028.

To build Dong Nai 2 bridge, CC1 proposed dividing it into 3 component projects.

Component project 1: Site clearance and construction of a connecting road from Go Cong intersection, Ho Chi Minh City to Dong Nai 2 bridge connection point, approximately 4.8km, 60m wide. Total investment capital is 4,623 billion VND (including loan interest, 100% of capital arranged by the investor), invested under the PPP method.

Component project 2: Dong Nai (using local budget) about 724 billion VND to clear land on the Dong Nai side.

Component project 3: Construction of bridge and provincial road 777B to the intersection of National Highway 51 (length of bridge and approach road is about 9km). Component package 3 is invested under the PPP method, with a total investment capital of VND 6,411 billion (including loan interest, 100% of capital arranged by the investor).

CC1 said that if the project is approved, the Cat Lai bridge and Dong Nai 2 bridge projects will ensure the target of starting construction by the end of 2025.

In addition to recommending Dong Nai province to speed up legal procedures, CC1 also recommended not to apply the architectural competition form to the Cat Lai bridge and Dong Nai 2 bridge projects.

At the same time, apply the form of bidding according to the PPP Law to projects proposed by investors that do not use state capital.
