Approval of investment policy for Ky Anh Wind Power Plant with a budget of over 17 trillion

(Baohatinh.vn) - The Ky Anh Wind Power Plant project has a total estimated investment capital of 17,051 billion VND, and will be implemented in the communes of Ky Xuan, Ky Anh and Ky Khang, Ha Tinh province.

The Provincial People's Committee has just issued a decision approving the investment policy of the Ky Anh Wind Power Plant Project with a total estimated investment capital of VND 17,051 billion. The investment objective is to produce, transmit and distribute electricity.

The southern sea of ​​Ha Tinh has great potential for wind power development.

The project is implemented in Ky Xuan, Ky Anh and Ky Khang communes; of which, the land use area with a term is about 5.5 hectares, the water surface use area with a term is about 825 hectares, the temporary land use area is about 19 hectares, and the temporary water surface use area is about 94 hectares.

The planned construction scale is 47 turbines, with turbine capacity from 5-8.5MW. The connection plan to the power system is to build a 66/500kV-2x250 MVA step-up station to collect the capacity of Ky Anh Wind Power Plant and build a 500kV double-circuit line from the step-up station of Ky Anh Wind Power Plant to connect to the 500kV line 3.

The project duration is 50 years from the date of land allocation and land and water surface lease by the State. The project implementation progress is to complete the entire project and put it into operation in the fourth quarter of 2028.

The form of investor selection is through the form of invitation of interest and bidding for projects using land.

At the same time, coordinate with relevant agencies to carefully appraise the project feasibility study report according to the provisions of law, ensuring the project is feasible and effective; urge, guide and supervise investors to carry out the project documents and procedures according to the provisions of the Electricity Law and relevant legal provisions.

Departments and branches, according to their functions and tasks, urge, guide and supervise investors to implement projects in accordance with the provisions of the law on investment; promptly handle difficulties and problems within their authority or report to competent authorities for handling, creating favorable conditions for investors to effectively implement projects.

The People's Committees of Ky Xuan, Ky Anh and Ky Khang communes organize propaganda to create consensus among the people in implementing the project; closely coordinate with investors and relevant agencies in compensation, site clearance, and implementation of procedures on planning, land, environment, etc.

The selected investor must commit to implementing the project in accordance with the provisions of law on planning, investment, construction, land, sea, electricity, forestry, environment, tax, fire prevention and fighting, security and order and other relevant legal provisions. The process of preparing the feasibility study report, detailed planning, environmental impact assessment... of the project must be closely coordinated with relevant agencies to thoroughly assess the impacts of the project; ensure investment progress, complete and put the project into operation on time as committed...
