Regarding the payment and disbursement of policies and regimes for subjects affected by the reorganization of the apparatus as prescribed in Decree No. 178/2024 of the Government (amended and supplemented in Decree No. 67/2025), the State Treasury (KBNN - Ministry of Finance ) has just issued a dispatch to disseminate to the directors of the State Treasury of the regions and the Head of the State Treasury Transaction Board.

The State Treasury said this is a top priority political task, requiring focus on leadership, direction and timely and proper implementation.

Therefore, regional State Treasuries need to direct budget-using units to urgently complete documents to send to the State Treasury.

The State Treasury requires civil servants to work on holidays to pay leave benefits to officials according to Decree 178 before October 15.

In particular, it is necessary to prioritize the processing of payment records for subjects affected by the organizational restructuring as prescribed in Decree No. 178. Absolutely do not let records remain pending beyond the prescribed time limit.

The dispatch also stated that units must arrange for civil servants (including leaders and specialists) to work on Saturday and Sunday (October 11 and 12), ensuring that payment and settlement work as requested by budget-using units is completed before October 15.

At the same time, it is required to coordinate with commercial banks where the State Treasury opens accounts to ensure smooth and timely payment to beneficiaries.

"The unit head is responsible for any delays, lateness, or inconvenience to the budget-using unit," the Treasury dispatch directed.
