On September 26, on behalf of the Politburo , Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 195 of the Politburo and Secretariat on the situation and performance of the political system apparatus and two-level local government.

Cut down on unnecessary reports, documents, and meetings

Accordingly, the Politburo and the Secretariat basically agreed with the contents, proposals and recommendations stated in the report of the Central Organizing Committee on the situation and performance results of the political system apparatus and two-level local government from July 1 to present and the supervision report of the Central Inspection Committee .

The conclusion requires Party committees at all levels to successfully organize the congresses of Party committees directly under the Central Committee according to plan. Focus on propaganda before, during and after the congress.

Carefully study and continue to seriously implement the conclusions of the Politburo and Secretariat on improving the operational efficiency of the political system and the two-level local government apparatus.

Timely remove difficulties, overcome inadequacies, conflicts and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.

Continue to promote administrative procedure reform, reduce unnecessary reports, documents, and meetings; strengthen inspection, guidance, and professional and technical training; continue to review and streamline the internal apparatus.

Focus on urgently arranging and re-arranging the team of cadres and civil servants at the commune level, ensuring the organization and apparatus operate smoothly, effectively and efficiently according to the motto "new must be better than old, words must go hand in hand with actions, solidarity and unity to serve the people", not to interrupt public service activities, not to miss tasks...

The Government Party Committee is assigned to focus on strictly implementing Conclusion 192 of the Politburo and Secretariat, especially reviewing and carefully evaluating the feasibility of performing the tasks of decentralization, delegation, and assignment of authority in management.

Propose solutions to promptly handle difficulties, amend, supplement and promptly issue Government decrees related to the operation of the 2-level local government model, review and adjust the organization of professional apparatus of departments and branches, and decentralization and delegation of power to the grassroots.

Direct the Ministry of Home Affairs to urgently submit to the Government a decree on administrative unit standards, administrative unit classification and urban classification, to be completed by October 2025.

Complete the salary and allowance project, report to the competent authority for decision to apply generally and consistently throughout the political system.

Ministries, ministerial-level agencies, and government agencies must urgently complete proposals for restructuring public service units, state-owned enterprises, and the internal apparatus of enterprises under the management of ministries, ministerial-level agencies, government agencies, and localities in accordance with the new situation; to be completed by October 2025.

Clarify the causes and review the responsibilities of organizations and individuals in not seriously and promptly implementing the conclusions of the Politburo and the Secretariat and slow implementation of policies and regimes for cases of work leave according to regulations, report to the Politburo (through the Central Organizing Committee) before October 15.

Guidance on payment of benefits and policies for cadres, civil servants and employees who have decided to retire or quit before August 31 and have not yet been paid; complete payment before October 15 for cases that have decided to quit before August 31.

The Party Committee of the Fatherland Front and the Central organizations assigned to lead and direct urgently report to the Politburo and Secretariat for decision in the first week of October.

Review and evaluate the current status of staff before and after administrative unit arrangement and implementation of the 2-level local government model.

Identify shortages, surpluses, causes, solutions, clarify the arrangement of district (old) and commune (old) cadres, and report to the Politburo (through the Central Organizing Committee) before October 15.
