In July 2023, the Prime Minister issued Decision 822 approving the Plan for preservation, restoration and rehabilitation of the special national scenic spot Ngu Hanh Son. In September 2023, the People's Committee of Da Nang City issued Plan 174 on implementing Decision 822.
Many items need to delay progress
According to the review report of the Department of Culture, Sports and Tourism of Da Nang City, in the past time, the City has organized the announcement, publicization of planning, digitization of records and maintained the updating of information on official media... The Management Board (MB) of the City's civil and industrial construction investment project has also completed a number of conservation boundary markers in August 2025. Site clearance work is also being accelerated, with 881 out of more than 1,600 land recovery records processed. In the 2025 capital plan, Da Nang City has disbursed over 52 billion VND out of the total 100 billion VND allocated for this task. Along with that, many component project groups have begun to be implemented.

The Department of Culture, Sports and Tourism is completing the documents to submit the investment policy for the project to renovate the wall and the gate of Tam Thai Pagoda, and is also surveying the artistic lighting plan for the mountains. The Management Board of the Traffic and Agricultural Construction Project is selecting a contractor to construct the memorial park for the heroic martyrs of Ngu Hanh Son Ward.
Meanwhile, 8 other items related to landscape and technical infrastructure are in the stage of preparing documents, waiting for plan adjustment. The projects assigned by the City to the Management Board of Investment Projects for Construction of Civil and Industrial Works as the main investor are mainly in the stage of implementing the report on investment policy proposal.

The number of visitors to Ngu Hanh Son is increasing, requiring faster planning to meet demand.
Notably, according to the proposal of the Department of Culture, Sports and Tourism on adjusting Plan 174, it shows that a series of important items are proposed to extend the implementation time compared to the original milestone. While many contents were previously set for the period 2023 - 2025, they are now postponed to 2026. Typically, the construction of a roadmap for land recovery, handover to implement component projects or items of landscape and architectural improvement...
Research and conservation work such as archaeological investigation and excavation or funding arrangements for planning implementation, which were originally limited to 2025 or 2030, were also adjusted to "regular implementation" until 2050. This change shows that the progress of many items is slower than expected, forcing the master plan to be postponed to better suit actual conditions.
DECISIVE INVOLVEMENT IS NEEDED
At the meeting to deploy Plan 174 held at the end of September, Mr. Nguyen Hoa, Chairman of Ngu Hanh Son Ward People's Committee, informed that there are still more than 730 files in the ward that need to be cleared to serve the implementation of projects under the Ngu Hanh Son planning.
According to Mr. Hoa, the ward is determined to completely handle all of these files in the next 1-2 years. He also suggested that only a few feasible projects should be funded by social capital, the rest should be separated and the budget should be used to avoid prolonging the progress. In fact, some urgent items such as the ancient Tam Ton pagoda are seriously degraded but no capital source has been found for restoration.


The implementation of a systematic planning of Ngu Hanh Son will contribute to elevating the status of this famous relic site.
A representative of the Da Nang City Land Fund Development Center said that from now until the end of the year, the unit will strive to disburse the remaining 47 billion VND in the 2025 capital plan to serve site clearance. In addition, due to the large volume of clearance files with houses (627 files), the unit proposed that Da Nang City adjust the time for land recovery and relocation of households to 2027 instead of completing in 2025 as originally planned. At the same time, the Department of Finance should soon advise on additional capital to meet the total expected compensation after adjustment of more than 1,000 billion VND, an increase of about 500 billion VND compared to the previous plan.
According to Vice Chairwoman of Da Nang People's Committee Nguyen Thi Anh Thi, the workload in implementing the Ngu Hanh Son planning is still cumbersome. Ms. Thi requested relevant agencies and units to be more proactive and decisive in concretizing the roadmap, ensuring the adjustment of Plan 174 to be closer to reality and on schedule. This is not only an immediate task but also a foundation for Da Nang to implement the Prime Minister 's decisions on the restoration and rehabilitation of other special heritages and relics in the area, including My Son and Hoi An.
In order to promptly adjust the plan, the Vice Chairman of the Da Nang People's Committee assigned relevant units to urgently research, contribute opinions and send documents to the Department of Culture, Sports and Tourism. On that basis, the Department of Culture, Sports and Tourism synthesizes, absorbs, completes the draft, reports to the Da Nang People's Committee before October 5; at the same time, reviews and edits the draft summary to be consistent with the adjusted content and closely follows Decision 822 of the Prime Minister. Ms. Nguyen Thi Anh Thi also emphasized important tasks that need to be implemented soon, including the establishment and promulgation of regulations on construction and architectural management within the project boundary and in adjacent residential areas, to be completed before March 30, 2026 to serve as a basis for investment preparation.
Building Bao Thien tower into a highlight
In early October, a working delegation of the People's Committee of Da Nang City had a working session with the Ministry of Culture, Sports and Tourism on the appraisal and agreement of projects to restore and embellish 3 special national relics in the area.
According to the report, for the project to create landscape space, green trees, and technical infrastructure around Tho Son mountain in the scenic area, the special national relic of Ngu Hanh Son, Da Nang City plans to build Bao Thien pagoda located at the corner of Le Van Hien - Pham Huu Nhat street, between Tho Son and Thuy Son mountains, becoming a highlight at the northern gateway of Ngu Hanh Son scenic complex. From the center of Da Nang City going south along Le Van Hien street, the project will not obscure the view of the mountains.
For phase 2 of the project to restore, renovate and embellish the special national relic of Dien Hai citadel, based on the agreement of the Ministry of Culture, Sports and Tourism, the People's Committee of Da Nang City has approved the investment policy of the project with a total investment of more than 84 billion VND. Da Nang City has organized archaeological excavations, revealing many architectural foundations of the defense works of Dien Hai citadel. On that basis, the Department of Culture, Sports and Tourism has completed the design documents for the construction drawings to preserve, renovate and restore the relic and has submitted a report to the Department of Cultural Heritage for appraisal.
Regarding the project to plan the preservation, restoration and rehabilitation of the world cultural heritage of the ancient town of Hoi An in the new phase, information from the meeting said that on June 30, the Prime Minister issued an official dispatch approving the project "Preserving and promoting the value of the world cultural heritage of the ancient town of Hoi An until 2030, with a vision to 2035".
