The Ministry of Construction held a conference to solicit opinions on the establishment of a State-established real estate and land use rights trading center (the Center) on the afternoon of September 29.

Implementing the direction in Official Dispatch No. 03/CD-TTg of the Prime Minister on focusing on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate construction investment projects, the Ministry of Construction held a conference to seek opinions on the establishment of a State-established real estate and land use rights trading center (Center) on the afternoon of September 29.

In recent times, real estate transactions have been carried out in the spirit of operating through the floor of the management enterprise, mainly introducing real estate properties, as well as carrying out some primary transactions.

The Ministry of Construction has proactively developed a project on the Center based on the project expected to seek the opinion of the Politburo , then will develop a pilot Resolution, on that basis, implement the Center for real estate transactions and land use rights established by the State.

Deputy Minister of Construction Nguyen Van Sinh said that the Prime Minister has directed to accelerate the establishment of the Center, to soon promote the real estate market to develop healthily and safely, especially to control transactions and legality. Therefore, the Ministry of Construction needs to immediately deploy, to put the floor into operation according to Resolution 206 of the National Assembly, issue a Resolution of the Government to immediately implement the Center in 34 provinces and cities.

"When the Resolution officially comes into operation, all real estate transactions will go through this Center, so the development and promulgation of the Resolution must ensure quality, be linked to reality, not hinder socio-economic development, and be convenient for the people. This is an issue that requires the participation and comments of localities and ministries and branches," Deputy Minister Nguyen Van Sinh requested.

Enhancing transparency in real estate transactions

Mr. Vuong Duy Dung, Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) said: The Party Committee of the Ministry of Construction has sent Official Dispatch No. 192 to the Government Party Committee, reporting on the proposal to issue a Resolution on piloting the model of the Real Estate and Land Use Rights Transaction Center established by the State.

The goal is to move towards electronic transactions, to improve management efficiency and increase the transparency of real estate transactions in the market.

The first is to develop a real estate market and land use rights that are public and transparent, minimize risks, simplify administrative procedures, reduce costs and time for people and businesses, and at the same time promote digital transformation and create a healthy investment and business environment.

The second is to create a legitimate and transparent transaction channel, ensuring the legitimate rights and interests of people and businesses, standardizing transaction processes, providing comprehensive online public services, creating maximum convenience for organizations and individuals when participating in the market. Closely linking with the digital transformation process helps improve the efficiency of State management, minimize speculation, price inflation and risks arising in real estate transactions, and prevent tax losses for the State.

Third is to promote innovation in real estate management and transactions, adopt and apply new technologies, contributing to the formation of a smart, modern real estate market that meets the requirements of international integration. This is a key factor to improve capacity, international competitiveness and develop a sustainable and transparent market.

The pilot implementation period is 2 years from 2026-2027. Types of real estate transactions conducted at the Center include available housing, future housing, land use rights with technical infrastructure in real estate projects, land use rights with coded identification for each real estate; forms of transactions conducted at the Center include buying and selling, transferring, leasing, leasing, and leasing. Applicable subjects include real estate business organizations and individuals, real estate service business organizations and individuals, and organizations and individuals participating in real estate transactions.

Online real estate valuation

Regarding the information technology infrastructure system, a representative of Viettel Military Telecommunications Group said that the Group is currently building a data strategy and digital transformation strategy, and must complete updating all data to the National Data Portal by December 31, 2025.

Viettel Group will apply Blockchain technology, big data, AI, Big data, VIR visual experience technology in building the Project. The main structure of the infrastructure system will have a website, app and AI to answer and support. There are financial, insurance and banking services to ensure controlled transaction links. Data security, customer personal information protection and anti-counterfeiting transactions are activated.

The information infrastructure system will ensure transparency, ease of use, and ease of service operation when deployed. Ensure online operations, support online buyers and sellers, online pricing, support for legal procedures, finance, banking, and online marketing support. In addition, there is also content on after-sales policies and asset management.

The interface is easy to search, compare, contact, compare, evaluate and rank projects. Online and direct support at the transaction center office in provinces, cities and localities.

Deputy Minister Nguyen Van Sinh requested Viettel Group to carefully study the project, understand it correctly and fully, build an effective operating system process and coordinate with localities to synchronize infrastructure data in the coming time.
