Theme of the Government Party Congress: Reflecting the spirit of responsibility, highly practical

(Chinhphu.vn) - Delegates highly appreciated the updating and addition of the Congress theme and the motto "Solidarity, Discipline - Democracy, Innovation - Breakthrough Development - Close to the People" which reflects a sense of responsibility and is highly practical.

During the working session on the afternoon of October 12, the 1st Government Party Congress, term 2025-2030, organized 15 discussion groups to discuss the Congress documents and draft documents to be submitted to the 14th National Party Congress.

At Discussion Group No. 7, headed by Comrade Nguyen Van Thang, member of the Party Central Committee, member of the Government Party Committee, Party Secretary, Minister of Finance , delegates enthusiastically contributed comments on the draft documents of the 1st Government Party Congress, term 2025-2030 and the draft documents to be submitted to the 14th National Party Congress.

On the elaborateness, intelligence and science of the draft documents

Discussion Group No. 7 unanimously appreciated the preparation work and quality of the draft documents submitted to the 1st Government Party Congress and the 14th Party Congress. The documents were prepared very carefully and seriously, demonstrating the innovative thinking, strategic vision and high action of the Party Central Committee and the Government Party Committee.

The content of the Documents ensures synthesis, comprehensiveness, and high generality, but still goes into depth in key areas, especially economics, finance, high technology, sustainable development, Party building, personnel work, anti-corruption, waste, and negativity.

The structure of the Documents is logical, scientific and tight, clarifying outstanding achievements, pointing out limitations and weaknesses and drawing valuable lessons.

On objective and comprehensive assessment, innovative spirit, and aspiration of the draft documents

Opinions in the Discussion Group agreed with the assessment of achievements, limitations and weaknesses in economic development, resource management, environmental protection and climate change, cultural development, human and social development, national defense, security, foreign affairs and international integration; Party building and political system; causes and lessons learned presented in the draft documents.

The decision to merge three reports into the Political Report to be presented to the 14th Congress is highly appreciated as a breakthrough, creative and unprecedented decision in the preparation of the Documents. This decision helps the Political Report to be more concise and succinct, enhancing the combativeness and focus of the Central Document, while emphasizing the unity and synchronization between theory and practice, between the Party, the State and the People.

The draft documents of the 1st Government Party Congress have highlighted the important achievements in implementing political tasks and Party building work, especially the proactive, creative and decisive leadership of the Government Party Committee and the Party Committees of the Central Blocs in the context of unification.

Comrade Do Van Truong, Deputy Secretary of the Party Committee of the Ministry of Finance, spoke highly of the Government Party Committee's meticulous, thorough, and scientific work in drafting documents. Proposal to supplement the results of implementing the work of building revolutionary ethical standards for cadres and party members

Giving specific comments on the draft documents, assessing the results of the implementation of the 5-year tasks of 2020-2025, on Party building work with the content of Party building in politics, ideology and ethics, delegates proposed to supplement the results of the implementation of the work of building revolutionary ethical standards for cadres and party members according to the requirements of Conclusion No. 01-KL/TW and Regulation No. 144-QD/TW (dated May 9, 2024 of the Politburo). This is to clarify the leadership and direction of the Government Party Committee in concretizing the study and following of Ho Chi Minh's ideology, morality and style.

In addition, it is necessary to conduct additional research and evaluate the implementation of improving the quality of Party cell activities, especially the piloting and summarizing the model of Four Good Party Cells and Four Good Grassroots Party Committees to serve as a basis for replication throughout the Government Party Committee.

Regarding mass mobilization work and social responsibility, delegates proposed to add more results on the implementation of social and charity work by Party committees at all levels, and the implementation of social responsibility by agencies and units under the Government, especially State-owned corporations and groups, towards the community.

Regarding leadership in implementing political tasks, delegates said that it is necessary to consider clarifying the outstanding results after the merger (of provinces, cities, ministries, branches, and organizations) to create highlights in the innovation work, while also outlining some specific limitations in the initial stage of merger between units.

In the section on limitations and shortcomings, it is recommended to study and supplement the limitations of "financial market and capital market management that do not meet the requirements of the new situation". Specifically: Management, bond issuance, and capital mobilization by enterprises still have potential risks; control of the gold market and real estate market has not been as expected.

Propose to add the phrase "Close to the people" to the direction

Regarding the directions, goals, targets, tasks, and solutions for the 2025-2030 term, Discussion Group No. 7 proposed to add and clarify the content: "exemplary leadership in science, technology, innovation, digital transformation..." to emphasize the pioneering role of the Government Party Committee in these breakthrough fields, in line with the spirit of the Congress's Theme.

In addition, it is proposed to add the phrase "Close to the people, close to the people" to the direction, demonstrating close adherence to reality and taking people and businesses as the center of service in the spirit of the Congress's Motto.

With the system of solutions, delegates proposed to add the solution "Promoting the role and operational efficiency of policy banks (such as the Vietnam Development Bank, the Social Policy Bank) to contribute to mobilizing and supporting financial resources for businesses, while implementing social security policies".

The solution for state-owned enterprises is to clarify and supplement the crucial role of state-owned enterprises in orienting, leading, supporting and regulating the market, especially in the fields of national defense, security and natural monopoly of the State, avoiding focusing too much on the role of pure business.

Regarding infrastructure development, delegates proposed to study and add key seaport projects such as Lien Chieu port (Da Nang), Nam Do Son port (Hai Phong) and especially Tran De port (Can Tho) to the list of priority development projects in the coming period, because Tran De port plays a strategic role in the development of the Mekong Delta.
