Innovating thinking, promoting the pioneering role in international integration

Promoting foreign affairs and international integration is a central and regular task.

On the afternoon of October 13, at the official session of the 1st Government Party Congress, term 2025-2030, comrade Le Hoai Trung, Secretary of the Party Central Committee, Party Committee Secretary, Acting Minister of Foreign Affairs, presented a speech on the topic "Improving capacity and promoting the role of the Party Committee of the Ministry of Foreign Affairs in leading the successful implementation of the tasks of the diplomatic sector in the era of national development".

Speaking at the Congress, Minister Le Hoai Trung expressed his high agreement with the Political Report presented by the Central Executive Committee and the Politburo to the Congress, and highly appreciated the great, comprehensive and profound achievements that the Government Party Committee has led to achieve in the past term.

"Under the leadership of the Central Executive Committee, the Politburo, the Secretariat and the General Secretary, our country has made great strides in all fields. The Party Committee of the Ministry of Foreign Affairs completely agrees with the directions, goals and major solutions set out by the Congress for the coming period - a period full of challenges and glory," he emphasized.

According to Acting Minister Le Hoai Trung, the Draft Political Report of the 14th Party Congress has many new points that affirm the pioneering role of foreign affairs and diplomacy in maintaining a peaceful environment, protecting independence, sovereignty, territorial integrity, mobilizing external resources for development and enhancing national status.

"In particular, this time our Party has identified promoting foreign affairs and international integration as a central and regular task of the entire political system," said the acting Minister.

In that spirit, the Party Committee of the Ministry of Foreign Affairs determined to improve leadership capacity and promote the comprehensive role of the Party Committee in building a professional, civilized, humane, modern and effective diplomatic sector, meeting new requirements in the context of globalization and deep integration.

Comrade Le Hoai Trung cited the direction of General Secretary To Lam and Comrade Pham Minh Chinh, Secretary of the Government Party Committee, Prime Minister at the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, emphasizing: The Diplomatic Sector in the 2025-2030 term must continue to promote the glorious tradition of the Diplomatic Sector, build a team of brave, intelligent, professional, effective, humane and modern cadres. In addition, it is necessary to improve capacity, promote the comprehensive leadership role to contribute to building and protecting the Fatherland in the new era.

Five key points to innovate thinking and leadership methods in foreign affairs

Acting Minister Le Hoai Trung said that currently, the Party Committee of the Ministry of Foreign Affairs has more than 12,000 members, of which about 70% are active in Party organizations abroad, operating in different conditions and not always able to regularly communicate with the country.

In addition, the Party Committee has Party members who are officials from 34 provinces and centrally-run cities working abroad, with an annual rotation rate of about 30%. "This is a unique feature of the Foreign Affairs sector, requiring flexible and creative leadership methods, linked to the realities of each locality," the acting Minister shared.

According to comrade Le Hoai Trung, entering a new phase, the Party Committee of the Ministry of Foreign Affairs determined that it is necessary to innovate thinking and comprehensive leadership methods with 5 key contents:

Firstly, innovate leadership thinking, affirm the central role of the Party Committee in comprehensively directing foreign affairs work, associated with the goal of building a "comprehensive" Party Committee - both political and ideological leadership and professional orientation.

Second, innovate the Party's leadership method through personnel work, improve the capacity of cadres and party members, especially improve awareness, political capacity, professional qualities, and adaptability in the context of integration; build a team of diplomatic staff that are "both red and professional".

Third, innovate inspection and supervision work, not only to prevent violations, fight corruption and waste, but also to promote and urge the implementation of political tasks; consider inspection as a driving force for development.

Fourth, strongly innovate leadership methods, promote the exemplary responsibility of leaders of Party committees, agencies and units; at the same time, build a model of dedicated, exemplary leadership, daring to think, daring to do, daring to take responsibility for the common interest.

Fifth, strengthen ideological, theoretical and propaganda work, ensuring that the Party's guidelines and policies are communicated quickly and effectively to each Party organization and cadre, especially in Vietnamese representative agencies abroad.

"These innovations aim at the consistent goal of improving the leadership capacity and fighting strength of the Party organization, building a modern and professional diplomatic sector, promoting its pioneering role, and contributing to building and firmly protecting the Fatherland in the new situation," the acting Minister emphasized.
