Energizing the project at this time is a practical action of EVNNPT to welcome the success of the 1st Government Party Congress, term 2025-2030, taking place on October 12-13, 2025.

Previously, on October 7, 2025, the investor-level Acceptance Council, chaired by EVNNPT Deputy General Director Hoang Van Tuyen, met and agreed to energize the project.

Gia Loc 220kV transformer station (TSS) project and connecting lines EVNNPT is the investor, the Northern Power Project Management Board manages and operates the project, and Power Transmission Company 1 takes over and operates.

This is a level I, group B energy industrial project. Gia Loc 220kV substation was built in Gia Khanh commune, Gia Loc district, Hai Duong province (old), now Gia Loc commune, Hai Phong city. The 220kV connection line passes through Gia Loc commune, Gia Phuc commune and Thach Khoi ward, Hai Phong city.

The project has a construction scale of Gia Loc 220/110/22kV substation with a scale of 3 220/110/22 kV-250 MVA transformers; in this phase, 2 220/110/22kV-250MVA transformers will be installed.

The 220kV side has 16 bays designed according to the diagram of two busbars and a ring busbar. This phase installs equipment for 8 bays; reserves positions for 8 bays.

The 110kV side has 24 bays designed according to the diagram of two busbars with segments and ring busbars. This phase installs equipment for 14 bays; reserves positions for 10 bays. The 35kV side is connected to the local grid to supply electricity for self-use.

Control, protection and measurement systems, communications and SCADA are equipped in accordance with EVN and EVNNPT regulations, complying with electrical equipment regulations and current regulations.

Connection line section, construction of 220kV four-circuit line from Gia Loc 220kV substation connecting on 02 circuits of Hai Duong - Pho Noi 220kV line, route length is about 5.37 km.

The project implementation process encountered many difficulties and challenges in terms of weather conditions as the area was frequently affected by storms. Along with that, the contractors' human resources were dispersed due to the need to construct other urgent key projects of the Electricity industry. However, with the close direction of EVN, EVNNPT, NPMB and the contractors made efforts and focused resources in the final stage to bring the project to the finish line.

The project, after completion, aims to ensure power supply for the loads of Hai Phong city; meet the economic and social development needs of Hai Phong city and neighboring areas. Reduce the load on 220/110 kV transformers at existing 220 kV transformer stations in Hai Phong city and neighboring provinces. Contribute to ensuring the N-1 criteria, improving the reliability and safety of power supply to the regional grid.
