In particular, the Congress welcomed 485 official delegates, representing more than 143,000 party members in the entire Party Committee to attend the Congress, bringing with them the enthusiasm, intelligence, will and strength of solidarity and unity of the entire Party, people and army of Can Tho city.

On the first day, congress delegates listened to the draft political report on the results of implementing the tasks of socio-economic development, ensuring national defense and security of the city party congress for the 2020-2025 term, and directions and tasks for the 2025-2030 term.
Speaking at the opening ceremony of the Congress, comrade Do Thanh Binh, member of the Party Central Committee, Secretary of the Can Tho City Party Committee, emphasized: The Congress's theme is: "Promoting the tradition of solidarity; building and rectifying the Party and the political system to be clean and strong in all aspects; mobilizing all resources, making breakthroughs, being creative, integrating internationally, and developing Can Tho city quickly, sustainably, and modernly".
Stating that the goals and tasks set by the Congress are the responsibility of the Party Committee, government and people of the city, first of all for the official delegates attending the Congress, the City leaders affirmed: Continuing and promoting the heroic historical and cultural traditions of the homeland and the rich revolutionary tradition, responsibility to the people and the future of Can Tho city, the team of cadres, party members, army and people join hands, unite, continue to make continuous efforts and strive even more, be exemplary and responsible pioneers, promote the strength of the great solidarity bloc, organize the successful implementation of the goals, tasks and solutions set by the Congress, build and develop Can Tho city to be more civilized and modern.
According to the report at the Congress: During the 2020-2025 term, the Party Committee, government and people of the three localities of Can Tho city, Hau Giang province and Soc Trang province were united, highly determined, made great efforts, maximized resources, innovated and were flexible in leadership and management, overcame many difficulties and challenges, and achieved many important and comprehensive results.
The work of building the Party in terms of politics, ideology, ethics, organization and cadres has been strengthened, contributing to improving the political capacity, leadership capacity and fighting strength of the Party organization and the contingent of cadres and Party members. Cadre work has received special attention, Party committees at all levels have issued many mechanisms and policies with great orientation, creating strong and comprehensive changes towards building a contingent of cadres with sufficient qualities, capacity, prestige, and equal to the task.
The work of reorganizing the apparatus and implementing the 2-level local government model in Can Tho city in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency has been approved and supported by the people; the management and operation of the government system at all levels has been strengthened, improving the quality of public service performance; administrative reform has been promoted, aiming to build a democratic, professional and modern administration, taking people and businesses as the center of service.
Economic growth was quite high; the scale of the economy continued to expand; the average GDP per capita was significantly improved. The economic structure shifted in the right direction, increasing the proportion of trade-service and industry-construction development, reducing the proportion of agriculture, forestry and fishery. The investment and business environment was improved to be open, transparent, convenient, safe and friendly; the Provincial Competitiveness Index (PCI) of the 3 localities ranked in the fair to high group.
The fields of culture, education and health have developed positively, the material and spiritual life of the people has been improved. National defense and security have been maintained, the great national unity bloc has been consolidated and strengthened.
In the 2025-2030 term, Can Tho city sets a goal of striving to become a national growth pole by 2030, playing the role of a driving force for development, spreading and leading the whole region. Being the center of the region for trade, tourism, logistics, marine economy, processing industry, concentrated digital technology, high-tech agriculture, education and training, specialized healthcare, startup center, science and technology and innovation...
In addition, the city identified three breakthroughs as development drivers in the new period: Improving the quality of human resources; researching, applying science and technology, innovation and digital transformation in all fields; strengthening international cooperation to mobilize resources for socio-economic development and promoting the image of Can Tho city.
Developing the socio-economic infrastructure system, especially transport infrastructure; information technology infrastructure, digital infrastructure; industrial infrastructure; building modern logistics centers, linked with international seaports and airports.
Raise awareness among the entire political system and people about the position and role of the private economy; focus on consolidating and developing new enterprises; build and perfect the system of mechanisms and policies, promote administrative reform, and improve the investment and business environment.
