This morning, September 28, in Ung Thien commune, Hanoi, Politburo member and National Assembly Chairman Tran Thanh Man attended the inauguration ceremony of the Memorial Site of the Head of the National Assembly Standing Committee Bui Bang Doan - a typical model for the transformation of Vietnamese scholars in the face of historical destiny, who directly worked with President Ho Chi Minh and the Government to create the Constitution and the first legal system.

Mr. Bui Bang Doan (1889 - 1955) was born on September 19, 1889, in a Confucian family in Lien Bat commune, Ung Hoa district, now Ung Thien commune, Hanoi city. He passed the bachelor's degree under the Nguyen dynasty and was famous for being an honest and upright mandarin, always devoted to the people, and held the position of Minister of Justice of the Southern Dynasty.

After the August Revolution in 1945, the country faced numerous difficulties, the young government apparatus needed to be consolidated and built. With his experience in the feudal state apparatus, he was invited by President Ho Chi Minh to join the Government. On January 6, 1946, the first General Election to elect the National Assembly took place successfully across the country, he was elected as a National Assembly delegate and at the Second Session of the First National Assembly was elected as Head of the National Assembly Standing Committee (from November 1946 until his death in 1955).

Speaking at the inauguration ceremony, National Assembly Chairman Tran Thanh Man affirmed that Mr. Bui Bang Doan is a great personality, a patriotic intellectual and a typical model for the transformation of Vietnamese scholars in the face of historical destiny.

From the position of Minister in the Royal Court, he followed the call of the August Revolution, with the immortal saying: "If you reform a new Vietnam without me, I would feel ashamed."

That choice made him the first Minister of the Interior of the Provisional Government; a delegate of the First National Assembly - a National Assembly that laid the foundation for the Democratic Republic, and especially, the Head of the National Assembly Standing Committee - the person who directly, together with President Ho Chi Minh and the Government, created the first Constitution and legal system.

"The greatest legacy that he left to the National Assembly and the country is the spirit of fair service, respect for the law and absolute integrity of a judge. He devoted himself completely to the ideals of national independence and the happiness of the people," the National Assembly Chairman emphasized.

Reviewing the life and career of Mr. Bui Bang Doan, the National Assembly Chairman pointed out that he always promoted the ideology of great solidarity, encouraged people to participate in the resistance war, and stood side by side with the Government to carry out the resistance war for all people and soldiers. He visited compatriots and soldiers many times, sent letters of encouragement to the people in difficult times, and encouraged the entire people and army to fight for independence, freedom and national reunification.

"President Ho Chi Minh once taught: "Whatever is beneficial to the people, we must do our best. Whatever is harmful to the people, we must avoid at all costs." The life and career of Mr. Bui Bang Doan is the embodiment of that teaching. That noble example will forever exist, reminding and urging today's and future generations to continue to train, strive, and contribute for the independence and freedom of the nation, for the happiness of the people," the National Assembly Chairman emphasized.

With the close direction of the Party Committee, the People's Committee of Hanoi City, and directly Ung Thien Commune, the project to build the Memorial Site of the Head of the National Assembly Standing Committee Bui Bang Doan has been urgently and seriously implemented. The project's progress is still guaranteed. Up to now, the project has been completed on schedule to serve the important anniversary.

On behalf of the National Assembly Party Committee and the National Assembly Standing Committee, the National Assembly Chairman thanked and commended the high sense of responsibility of Hanoi City, directly Ung Thien commune, consulting and construction units, along with the support of local people and the family of Mr. Bui Bang Doan.

According to the National Assembly Chairman, the Memorial Area is not only a place for the people of the whole country to pay tribute to and honor the merits and noble personality of an exemplary leader, but also a vivid symbol of the morality of "remembering the source of water when drinking", a "red address" serving the research and study of the Vietnamese National Assembly and historical figures who have contributed to the country.

The National Assembly Chairman stated that the inauguration of the Memorial Area of ​​the National Assembly Standing Committee Chairman Bui Bang Doan today is not only an act of gratitude to the predecessor, but also serves the research and study of the Vietnamese National Assembly and historical figures who have contributed to the country, and is an opportunity for generations of officials, especially National Assembly Deputies, to review and continue the core values:

That is the spirit of great national unity and harmony, the harmonious combination of traditional culture and revolutionary spirit, between old intellectuals and the new regime. The lesson of unity and the use of talents regardless of origin still holds true in the current work of building and defending the country.

That is the spirit of respecting the Constitution and the law. Mr. Bui Bang Doan was the one who, together with the 1st National Assembly and President Ho Chi Minh, built the 1946 Constitution, an exemplary Constitution on democracy and human rights.

"Today's National Assembly must continue to uphold and promote that tradition, constantly improve the legal system, and build a truly strong socialist rule-of-law state."

Art performance to welcome the ceremony

Emphasizing this, the National Assembly Chairman also requested Hanoi city and the People's Committee of Ung Thien commune to pay attention to organizing the management, operation, preservation and protection of construction items, ensuring that the Memorial Area is maintained solemnly and sustainably.

At the ceremony, former General Secretary Nong Duc Manh, National Assembly Chairman Tran Thanh Man, members of the National Assembly Standing Committee and delegates cut the ribbon to inaugurate the Memorial Site of Chairman of the National Assembly Standing Committee Bui Bang Doan.

The memorial area was built in the hometown of Mr. Bui Bang Doan, in the Bat Chua communal house - pagoda - temple complex, Ung Thien commune, Hanoi. This was also the working headquarters of the National Assembly Standing Committee evacuated during the period from December 1946 to April 1947. The memorial area includes the following construction items: Gate, main worship hall, left and right wings, document display area and other auxiliary works.
