Mr. and Mrs. Liu Si Long and Hoang Thi Minh Thu in Phu Hoa commune, Dong Nai province, just received a surprise when on the full month of their first son, they received the birth certificate of their son named Liu Hy Cuong from the government. Ms. Thu could not register the birth of her son, while Mr. Long worked far from home, so a member of the "Public Administration for the People" working group of Phu Hoa commune came to their house to guide them through the steps of registering the birth of Cuong.
“My husband and I were extremely surprised and happy to receive help from the mobile working group of Phu Hoa commune. My son will definitely have a beautiful and memorable memory, we will keep this moment forever” - Mr. Liu Si Long confided.

With the determination to build a model of Government for the people, the Party Committee and People's Committee of Phu Hoa commune have "worked side by side" with the Commune Public Administration Service Center to deploy many practical models, suitable to local characteristics. In particular, the locality focuses on promoting social resources through the model of public administration collaborators. This force includes people with knowledge related to law, administration, information technology, youth union members, experienced retired cadres, union members and social organizations. With the professional support of each department, the Phu Hoa commune mobile working group operates flexibly, serving the needs of the people well.
Mr. Lenh Linh Nhue in Phu Dien 3 hamlet, Phu Hoa commune said: “It takes about 20 minutes to get to the Commune Administrative Service Center by motorbike from my house. I am old and have difficulty traveling, so the young people and police officers came to help me with the procedures to receive social benefits. The officers guided me enthusiastically and friendly, and the paperwork was processed quickly. I am very happy.”
People in remote areas, the elderly and vulnerable groups are given priority in carrying out administrative procedures at all times, even outside of working hours. The working group also participates in surveying satisfaction levels and disseminating new policies to people.
"We are determined to maintain the "Friendly Government" model, improve the capacity to serve people in performing administrative procedures, strongly innovate working style and manners, and gradually build a team of commune-level cadres and civil servants with high spirit and responsibility, and strive to solve work to serve the people" - Vice Chairman of Phu Hoa Commune People's Committee Duong Thi Kim Phu emphasized.
The initial results from the Phu Hoa Commune Public Administration Service Center are a clear demonstration of the innovation from "management" to "service" thinking, from "following the right procedures" to "aiming at people's satisfaction". Thereby, effectively implementing the two-level local government model in Dong Nai.
