The Golden Canal Bridge project is built in Gia Binh and Luong Tai communes, invested by Bac Ninh Province's Traffic and Agriculture Project Management Board No. 2. This is an important traffic project in promoting regional connectivity.

The bridge and approach roads are 13.4 km long, of which the bridge is 743 m long. The total investment cost is more than 2.18 trillion VND. The project uses about 45.66 hectares of land, with implementation time from 2021 to 2027.
The Golden Canal Bridge project has two construction packages No. 14 and No. 15. Up to now, the construction work volume has reached about 36%. Package No. 14 has reached more than 44.8% of the work volume, Package No. 15 has reached 13.5%. The total accumulated allocated capital is more than 1,000 billion VND, the disbursement value to date has reached about 60%.
However, through inspection, the construction progress is still slow, not meeting the requirements; the disbursement of public investment capital is low. The main reasons are due to difficulties in site clearance, lack of construction materials, especially sand for roadbed filling and adverse weather conditions.
In Bac Ninh province, there are still more than 7,000 m2 of agricultural land, nearly 12,800 m2 of public land and more than 2,800 m2 of land belonging to 12 households in Tao Hoa village (Trung Kenh commune) that have not yet approved compensation plans because they are located under the 500kV power line. In Hai Phong city, there are still more than 10,000 m2 of land, including residential land of 24 households and some locations within the 110kV power grid corridor.
After inspecting the site and listening to the report, comrade Vuong Quoc Tuan emphasized that this is a large-scale project, of special importance in connecting inter-regional traffic. However, up to now, the project's construction progress is still slow, the contractor's human resources to carry out the items are still thin, not commensurate with the requirements, nature and scale of the project.

The Chairman of the Provincial People's Committee assigned the Director of the Bac Ninh Provincial Traffic and Agriculture Project Management Board No. 2 to preside over and closely coordinate with construction contractors, urgently review and re-establish the construction organization plan, increase human resources and equipment to speed up the progress of the entire route. In particular, there is a construction plan with the spirit of "overcoming the sun, overcoming the rain", working overtime, working on days off to speed up, ensuring to make up for the delayed volume.
Regarding site clearance, he seriously criticized Trung Kenh commune and the investor for not being resolute in removing obstacles that have existed for a long time and for being slow in handing over clean site to the contractor.
Faced with this reality, he requested that by November 30 this year, Trung Kenh commune must complete site clearance for the remaining 12 households. This is an important criterion in assessing the level of task completion of the locality and related units.
Regarding the solution, the Chairman of the Provincial People's Committee requested the local government to coordinate with the investor to specifically classify each household, clearly identify the cause of the problem, and from there have appropriate compensation solutions, ensuring compliance with regulations.
The communes assign specific responsibilities to the Party Secretary and the Chairman of the Commune People's Committee in directing, not allowing evasion and lack of determination to occur. The Director of the Bac Ninh Province No. 2 Traffic and Agriculture Project Management Board needs to change the working method, closely follow the actual progress, and grasp each issue to handle it effectively.
For households with assets on land, the solution must be unified and applied similarly to the support mechanism in the investment project to build the 4th ring road in the Hanoi capital region (section through Bac Ninh province) to ensure legitimate rights for people and create maximum conditions for housing. In cases where support mechanisms and policies have been applied but households do not hand over the land, enforcement must be carried out in accordance with regulations, not to affect the overall progress of the project.
For 24 households in Hai Phong city that have not yet handed over the site, the investor is required to urgently advise the Provincial People's Committee to issue a document requesting the Hai Phong City People's Committee to resolutely direct and speed up the site clearance work, and by the end of 2025, hand over the site to the contractor to organize construction.
The Chairman of the Provincial People's Committee requested relevant units to focus on speeding up progress, striving to basically complete the project by June 30, 2026 when the site is fully handed over, contributing to connecting infrastructure and promoting socio-economic development of the province and neighboring areas.
On the same day, comrade Vuong Quoc Tuan inspected the Thai Binh right dike, passing through Trung Chinh commune. Specifically, he surveyed the dike area to completely clear the Van Thai self-flowing drainage culvert. This dike was built before the 2025 flood season to serve the urgent construction of a new Van Thai self-flowing drainage culvert.
It is known that this drainage culvert has problems with subsidence of the culvert body, damaged joints, and water leakage through the self-flowing drainage culvert joint at Km9+680, directly affecting the stability and safety of the dike and the people. The total cost of implementing this project is 145 billion VND from the provincial budget reserve fund. Completion time is before June 30, 2026.

At the same time, comrade Vuong Quoc Tuan visited and encouraged some households in Luong Tai commune whose land was recovered to serve the Gia Binh International Airport project.
Here, sharing with the residents, the Chairman of the Provincial People's Committee emphasized the significance of Gia Binh International Airport. This is a 4F-scale airport, with reasonable space arrangement, ensuring the ability to develop modern and synchronous infrastructure; improving competitiveness, service quality meeting regional and international standards.
Gia Binh International Airport is developing into a passenger and cargo transit center in the Northern region. The airport area has a duty-free free trade zone, with conditions for developing trade and services. By 2030, there will be about 20,000 people working in the airport area and it will continue to expand in the coming years.
He affirmed that during the project implementation, the province will try to stabilize the resettlement of people in the most favorable areas and maintain the administrative boundaries. Residents living in any village will be resettled according to the administrative boundaries of that village, aiming at the criteria of residential groups belonging to wards.
Regarding the spirit of land clearance and resettlement, he affirmed that the province will make full use of policies to ensure the rights of the people. The province pays attention to spiritual areas, planning land for education, health, sports, trade, services, etc. He hopes that people with land related to the project will unanimously and join hands to support the province to speed up the progress of the project.
