Special mechanisms and policies help Ho Chi Minh City develop commensurate with its potential.

According to experts, to continue promoting the effectiveness of Resolution 98 on specific development mechanisms and policies, Ho Chi Minh City can propose a pilot mechanism of self-determination, self-making, and self-responsibility.

In the context of Ho Chi Minh City after the merger, it is necessary to continue applying Resolution 98/2023/QH and add more specific mechanisms and policies for the development of Ho Chi Minh City.

That was the consensus of delegates at the Conference to collect comments on the Draft Law on Construction (amended); Law on Planning (amended); Resolution on regulations on a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law; proposals and recommendations to amend and supplement Resolution 98/2023/QH on a number of specific mechanisms and policies for the development of Ho Chi Minh City, organized by the Ho Chi Minh City National Assembly Delegation on the morning of October 9.

Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, said that Ho Chi Minh City after the merger has a very different position and strength, with potential, mission and development tasks that are superior to other localities in the country.

Therefore, Resolution 98 or special mechanisms and policies with outstanding and breakthrough characteristics are needed to suit and create conditions and motivation for the City to develop, such as the breakthrough expansion of policies and mechanisms on the development of high-tech zones; policies to attract talent; and calling for large enterprises to enter the City.

In the new context and to fulfill its new role, the City needs to boldly become a model in researching new approaches to law-making to demonstrate the role of local leadership and spread to the region. The City can research and propose a pilot model project on the mechanism of self-determination, self-making, and self-responsibility.

Sharing the same view, Mr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, said that there is sufficient political, legal and practical basis to affirm the necessity of continuing to apply a number of specific mechanisms and policies for the development of Ho Chi Minh City.

National Assembly Delegate Nguyen Thi Le, former Chairwoman of the Ho Chi Minh City People's Council, said that Resolution 98/2023/QH15 of the National Assembly has special significance, giving Ho Chi Minh City many specific mechanisms and policies to affirm its role as the economic locomotive of the whole country.

After more than 2 years of implementing the Resolution, the City has achieved important results contributing to socio-economic development. However, the implementation of Resolution 98 still has bottlenecks such as 8/44 mechanisms and policies have not been implemented or are slow to be implemented, typically the carbon market mechanism; new fee-charge policy; emission control; the progress of issuing detailed regulations is still slow; some projects depend on the coordination of central ministries and branches.

Ms. Nguyen Thi Le proposed that the National Assembly consider amending and supplementing Resolution 98 with a number of directions: Expanding the authority of the City (giving more authority to the People's Council and People's Committee in the fields of budget, finance, land, public investment and proactively issuing a number of new fees and charges), expanding the mechanism to attract strategic investors; piloting the establishment of the Ho Chi Minh City Free Trade Zone; supplementing policies to encourage green economy, circular economy, clean energy conversion; supporting research centers, innovation, technology startups for sustainable economic development.

In addition, according to delegate Nguyen Thi Le, in the context of implementing the two-level local government model, it is necessary to more clearly define the responsibilities and powers between the Ho Chi Minh City People's Committee and the ward-level People's Committee; increase the initiative of the ward level in urban management and public services, associated with a transparent accountability mechanism; allowing the City to continue piloting the smart urban governance model and comprehensive online public services.

Contributing his opinions at the workshop, Associate Professor, Dr. Nguyen Quoc Dung, former Director of the Regional Political Academy 2, emphasized the necessary factors to improve the effectiveness of applying Resolution 98 in practice.

He proposed adding regulations to enhance transparency in implementing special mechanisms such as mandatory disclosure of project information, progress and project implementation results; adding an independent monitoring mechanism; and clearly defining a mechanism for promptly handling arising problems.

Mr. Nguyen Quoc Dung also proposed that the Central Government strengthen decentralization and give Ho Chi Minh City more initiative in development mechanisms, especially the authority to decide on city-level public investment, decide on investment policies; the authority to regulate key projects, BOT projects, and inter-regional projects./.
