Infrastructure creates momentum for socio-economic development

Investing in the development of synchronous socio-economic infrastructure is one of the three breakthroughs set out in the Resolution of the Provincial Party Congress for the 2020-2025 term. After one term of implementation, Son La province has focused on planning and investing in completing infrastructure in all fields, creating momentum to achieve the goal of building a green, fast and sustainable developing province.

One of the eight objectives of Resolution No. 05-NQ/TU dated January 21, 2021 of the Provincial Party Committee on the development of socio -economic infrastructure in a synchronous manner for the 2021-2025 period is to prioritize the development of transport infrastructure. In the context of limited resources, the province has integrated many capital sources and programs to invest in transport infrastructure, regional connectivity, and serve socio-economic development. The Provincial People's Committee has directed all levels and sectors to focus on investing in the construction of key transport projects.

Notably, the resolute work in site clearance for the construction of the Son La city bypass route, completed early and put into operation in early 2023, contributing to reducing traffic congestion and accidents in the central area of ​​the province. Along with that is investment in renovating and upgrading national highway sections passing through the area such as National Highways 37 and 43. In particular, Son La province is the managing agency for the investment in the Hoa Binh - Moc Chau expressway, the section in the province. The project started construction on May 18, 2025, 73 days ahead of schedule.

Regarding the local road system, the province approved the investment policy of 30 traffic projects to be included in the 2021-2025 medium-term public investment plan with a length of 427 km, total cost of 4,464 billion VND. At the same time, repair and upgrade 468.6 km of roads at resettlement sites and upgrade and expand 122.5 km of inter-commune and inter-village roads. For rural roads, over the past 5 years, the whole province has hardened 1,134 routes/857 km with a total cost of over 1,436 billion VND; completed and put into operation 4 more communes with hardened car roads to the center. Up to now, in the province, 74/75 communes have hardened car roads to the commune center, reaching a rate of 98.7%.

Mr. Nguyen Van Chinh, Deputy Director of the Department of Construction, informed: The project connecting National Highway 37 with National Highway 279D has a total length of 67 km, is a traffic project of special importance, breaking the monopoly of National Highway 6, forming a route along the Da River, connecting inter-provincial traffic with Lai Chau, Hoa Binh and Yen Bai provinces (old). Currently, the Department is actively coordinating with sectors and investors to speed up the project's progress; striving to open to traffic by the end of this year, contributing to completing the goal of hardening car roads to the centers of 100% of communes in the whole province.

National Highway 4G is upgraded and expanded.

In addition to investing in traffic infrastructure and realizing the goal of building Son La into an agricultural processing center of the Northwest region, the province also focuses on investing in the infrastructure system of industrial parks and clusters, especially the processing industry; focusing on promoting and attracting investment in Mai Son Industrial Park and Van Ho Industrial Park. In particular, Mai Son Industrial Park Phase I has attracted 9 projects with a total investment capital of over 1,450 billion VND, land use area of ​​30.4 hectares, occupancy rate of about 66%; currently, Phase II has 4 projects registered for investment with a need to use 27.5 hectares. At the same time, the province has developed a plan to develop 15 industrial clusters to integrate into the Provincial Planning for the period 2021 - 2030, of which 3 industrial clusters have been established and detailed planning 1/500 (Gia Phu, Moc Chau, Muong La). Currently, there are 2 production clusters: Moc Chau industrial cluster has 4 operating units, occupancy rate reaching 93.4%; Gia Phu cluster has 1 operating unit, occupancy rate 15.7%.

Mr. Nguyen Duc Dung, Head of the Provincial Industrial Parks Management Board, shared: Thanks to the focus on reforming administrative procedures; making planning and policy information transparent; actively organizing meetings and dialogues with businesses to accompany and remove difficulties for investors..., in recent years, the number of investors coming to survey, learn and implement investment activities in the locality has increased significantly. The projects are mainly in industry groups that are suitable for the province's industrial development orientation and attract key investments. Infrastructure in industrial parks focuses on green development, energy saving, promoting sustainable efficiency and environmental friendliness.

Developing energy infrastructure to serve production, business and people's daily life, from 2021 to now, the province has completed the generation of 9 hydropower plants with a total capacity of 132.3 MW; at the same time, maintaining stable production activities of 3 large hydropower plants (Son La, Nam Chien I, Huoi Quang) with a total capacity of 3,120 MW and 57 small hydropower plants with a total capacity of 670 MW. Rural electricity supply has been effectively implemented, the whole province has provided electricity to over 34,000 households, the rate of households using safe electricity reached 96.9%.

Attention has been paid to the work of reviewing, assessing the current situation, managing planning and focusing on urban development and beautification. The provincial urban development program until 2030 was approved by the Provincial People's Council; 6 general urban planning projects and 8 urban development programs were appraised and approved. Along with that, our province has promoted the development of irrigation infrastructure. In addition to effectively managing and operating 4,514 irrigation and clean water works in rural areas, the province has also invested in the construction of many projects, such as: Nam La stream embankment project phase II; Suoi Muoi and Suoi Tac anti-erosion embankment project... Irrigation works have served the needs of development and restructuring of rural agriculture. All levels, sectors and localities have also promoted the development of various types of commercial infrastructure; The focus is on attracting investment in the logistics sector, services serving the consumption, processing, preservation and export of agricultural products... Cultural - social infrastructure, healthcare, information and communication are invested in all aspects, serving the development of culture, education and health care for the people.

The results achieved in the implementation of Resolution No. 05-NQ/TU have affirmed that the development of socio-economic infrastructure in a synchronous direction has mobilized and effectively used investment resources, created breakthroughs in important traffic routes connecting inter-regions and changed the appearance of urban and rural areas, contributing to socio-economic development, improving people's lives, and promoting the comprehensive development of Son La province.
