Hoa Lac Commune Trade Union: Promoting the core role in the journey of building a science and technology center of the Capital

HNP - On October 9, Hoa Lac Commune Trade Union solemnly held its first Congress for the 2025-2030 term. Attending and directing the Congress was comrade Nguyen Thi Thu Thuy, Vice President of the Hanoi City Labor Federation (HLF).

In his opening speech, Chairman of Hoa Lac Commune Trade Union Nguyen Hung Kien said that the Congress has the task of comprehensively assessing the situation of workers, civil servants, employees and grassroots trade union activities in the commune after Hoa Lac implemented the two-level local government model. The Congress also discussed and agreed on goals, directions and solutions to promote the role of the Trade Union organization in the period when Hoa Lac is strongly transforming towards the goal of becoming a knowledge-based urban area, a science and technology center of the Capital.

Hoa Lac Commune Trade Union was established on September 17, 2025 under Decision No. 1935/QD-LĐLĐ of the Standing Committee of the Hanoi City Labor Confederation. Immediately after its establishment, the organization quickly deployed key tasks under the guidance of the City Labor Confederation, focusing on propaganda work, developing union members, building grassroots unions, creating a foundation to represent and care for the legitimate and legal rights of workers.

Presenting the report at the Congress, the Chairman of Hoa Lac Commune Trade Union emphasized that in the 2025-2030 term, the Commune Trade Union Executive Committee aims to strive to achieve and exceed the target of developing union members, establishing grassroots trade unions assigned by the City every year; ensuring that over 90% of union members and workers are informed and thoroughly grasped by the Party's guidelines, the State's laws and policies and resolutions of trade unions at all levels. Strive to have 95% of enterprises with trade unions negotiate, sign and supervise collective labor agreements; 100% of grassroots trade union officials are trained and fostered in skills and expertise; by the end of the term, all meeting documents will be digitized, moving towards "paperless" meetings. The Commune Trade Union is determined to achieve the level of completing tasks well or better every year, 95% of grassroots trade unions complete their tasks well and excellently...

The Executive Committee also identified three breakthroughs as the direction for action throughout the new term. These are to build a team of grassroots union presidents with courage, intelligence, enthusiasm, responsibility, innovative thinking and flexibility; promote dialogue and collective bargaining, focusing on issues of employment, wages, and occupational safety and hygiene; and at the same time, focus on developing union members and establishing grassroots unions in non-state enterprises, contributing to improving the effectiveness of union representation.

Speaking at the Congress, Vice President of the Hanoi City Labor Confederation Nguyen Thi Thu Thuy praised the proactive and responsible spirit of the Hoa Lac Commune Trade Union in the process of preparing and organizing the Congress. Although newly established, the Hoa Lac Commune Trade Union has demonstrated an active role, quickly stabilizing the organization, closely coordinating with the Party Committee, the government and the Fatherland Front to take care of the lives of union members and workers, and at the same time accompanying businesses in restoring production and stabilizing employment.

Comrade Nguyen Thi Thu Thuy expressed her agreement with the direction, goals, three breakthroughs, seven targets and six main tasks and solutions set out by the Congress, and at the same time suggested some key orientations for the Commune Trade Union to continue to promote its core role in building a modern working class, meeting the development requirements of the knowledge and high-tech capital. Accordingly, the Commune Trade Union needs to perform well the function of representing and protecting the legitimate and legal rights and interests of workers; promote dialogue and collective bargaining at enterprises; improve the quality of conferences of cadres, civil servants, public employees and workers. At the same time, proactively participate in building, perfecting and monitoring legal policies, effectively implementing democracy at the grassroots level; promote propaganda and digital transformation in trade union activities, promote modern communication channels to grasp the thoughts and aspirations of union members, contributing to maintaining political stability right from the grassroots level.

Along with that, effectively organize patriotic emulation movements, associated with the task of sustainable development, especially green economic development, environmental protection, building a bright - green - clean - beautiful landscape. The ultimate goal is to build a strong and comprehensive Trade Union organization, capable of adapting to the new government model, worthy of being a reliable support for workers.

Speaking at the Congress, comrade Dong Phuoc An - Party Secretary, Chairman of the People's Council of Hoa Lac commune requested the Commune Trade Union to continue to consolidate discipline, build a strong organization, operate effectively, take union members as the center, proactively coordinate with the government and unions to carry out unified and effective political tasks in the locality.

Receiving the instructions, comrade Nguyen Hung Kien affirmed that the Executive Committee of the Commune Trade Union will concretize the instructions of the leaders of the City Labor Federation and the Commune Party Committee into Resolutions and specific action programs for effective implementation in the coming time, in conjunction with the implementation of the Resolution of the Party Congress and the Congress of the Fatherland Front of Hoa Lac Commune.

At the Congress, delegates heard the announcement of the Decision to appoint the Executive Committee, Standing Committee, Inspection Committee and positions of officials of Hoa Lac Commune Trade Union, Term I, 2025-2030; in which, comrade Nguyen Hung Kien was appointed to hold the position of Chairman of the Commune Trade Union. The Congress also announced the Decision to appoint official delegates to attend the 18th Congress of Hanoi City Trade Union, Term 2025-2030.
