Overseas Vietnamese Affairs - the pillar of national strength in the new era

In any circumstances, overseas Vietnamese are always a part of the flesh and blood of the Vietnamese people, a valuable resource and a vivid symbol of soft power and Vietnamese identity in the modern world.

The international situation is changing profoundly, the world is facing many unprecedented challenges, creating many opportunities, advantages and difficulties, great challenges intertwined. Domestically, strategic decisions are being implemented, posing many new issues, new and higher requirements.

In that context, the role of the Ministry of Foreign Affairs is becoming increasingly important with high political determination. Our Party has clearly identified diplomacy as one of the three pillars of comprehensive and modern foreign affairs, contributing to maintaining a peaceful and stable environment for national development, enhancing the country's position and prestige in the international arena.

This is the first Congress where the Ministry of Foreign Affairs takes over the functions and tasks of the Central Committee for External Relations and some functions and tasks of the National Assembly's Committee for External Relations; at the same time, it implements streamlining the apparatus in the spirit of Resolution 18-NQ/TW of the Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

Therefore, the expectations placed on the Ministry of Foreign Affairs in the new era are very high, not only continuing to play a "pioneering" role in building and consolidating the national foreign affairs posture, but also taking the lead in mobilizing and effectively promoting external resources, including the overseas Vietnamese community (VCO) - an inseparable part of the Vietnamese people and an important resource in the country's rapid and sustainable development strategy.

With the responsibility of being the specialized agency advising and implementing the work of overseas Vietnamese for the Ministry of Foreign Affairs, the State Committee on Overseas Vietnamese always clearly identifies its core role in realizing the Party's policies and guidelines on great national unity, connecting the overseas Vietnamese community with the cause of building and defending the country. In particular, the Party Committee of the Committee plays a central role in leading, orienting, organizing and supervising all aspects of work, ensuring comprehensiveness, unity and effectiveness.

With more than 6 million Vietnamese living in over 130 countries and territories, the overseas Vietnamese community is an inseparable part of the great national unity bloc. They are not only cultural ambassadors and bridges of friendship between Vietnam and the host countries, but also intellectual, financial, technological resources and a globally connected network of strategic value. Recognizing that, the Party and State have issued many major policies on overseas Vietnamese work, typically Resolution 36-NQ/TW, Directive 45-CT/TW and most recently Conclusion 12-KL/TW (2021) of the Politburo, affirming the long-term vision in caring for, supporting and promoting the role of overseas Vietnamese.

In recent years, overseas Vietnamese work has had many strong innovations in content and methods, focusing on depth, substance and sustainability. Some typical programs that have created a strong impression, have had a widespread influence in the NVNONN community and carry the brand of the Committee include: (i) The program "Spring Homeland" is an annual event held on the occasion of the traditional New Year, not only a key cultural and political event but also an opportunity for the highest leaders of the Party and State to meet, listen to the thoughts, aspirations and express gratitude for the contributions of overseas Vietnamese; (ii) Vietnam Summer Camp - a model of traditional, cultural and patriotic education held annually for overseas Vietnamese youth and students, has become a typical model in fostering patriotism, nurturing the national cultural identity for the younger generation, thereby further fostering the spirit of returning to the roots and promoting Vietnamese values ​​in the international community; (iii) Training class on teaching Vietnamese for overseas Vietnamese teachers, contributing to preserving Vietnamese language - national identity in the community...

In the economic field, programs connecting overseas Vietnamese businessmen and intellectuals with domestic ones have also been effectively implemented, such as the 2024 NVNONN Intellectuals and Experts Forum in Hanoi, attracting more than 500 delegates from more than 40 countries and territories, including leading overseas Vietnamese experts and intellectuals in the high-tech field, famous businessmen, artists, etc., contributing to creating a network to support startups, technology transfer and creative investment, contributing to making overseas Vietnamese resources a driving force for sustainable development of the national economy.

In the field of science, technology and innovation, our Party and State place high expectations on the fundamental role of science, technology and innovation, considering this a "strategic breakthrough" and a "main driving force" to create a breakthrough in productivity, quality, efficiency and competitiveness of the economy.

The State Committee for Vietnamese Affairs was honored at the Vietnam Glory 2025 program.

Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation will create a push to attract and encourage the team of intellectuals and experts from overseas Vietnamese working in key fields such as AI, biomedicine, renewable energy, high technology, education... to contribute more, serving as a bridge for cooperation in science, technology and innovation between Vietnam and strategic partners such as the US, Germany, Japan, Korea... helping Vietnam access advanced technologies, management models and investment resources for national innovation. With the cooperation and contributions of intellectuals and experts from overseas Vietnamese around the world, science, technology and innovation will certainly become the driving force to promote the completion of industrialization and modernization of the country.

The overseas Vietnamese community is a force with great potential in terms of intelligence, finance, international network and deep patriotism, and is a strategic resource for socio-economic development and protection of national sovereignty. Great national unity, including overseas Vietnamese, connects hearts, minds and actions, creating a combined strength towards the Fatherland.

The work of great solidarity among overseas Vietnamese is not only a political task, but also a strategy for national development in the context of globalization. When every Vietnamese person, no matter where they are in the world, feels proud, attached and has the opportunity to contribute to their homeland and country, that is the most powerful spread of national strength.

It is impossible not to mention the special efforts in citizen protection and community support in emergency situations. During the peak of the Covid-19 pandemic and the following years, the Committee closely coordinated with domestic and foreign agencies to organize hundreds of flights to bring more than 80,000 Vietnamese citizens from more than 60 countries back home safely, a clear demonstration of the humanity and humanitarianism in the foreign policy of our Party and State.

Realizing the key role of Party building, the Party Committee of the Committee always identifies the building of a strong Party organization, promoting the political qualities, ethics and professional capacity of each cadre and Party member as the key factor to ensure the successful implementation of all political tasks. The Party Committee has been implementing many innovative solutions in political and ideological work, linking the study and following of Ho Chi Minh's ideology, ethics and style with the practice of overseas Vietnamese work, aiming to build a team of "both red and professional" cadres, worthy of the trust of the Party, State and people, including our compatriots abroad.

Towards the Party Congress of the Ministry of Foreign Affairs, the Party Committee of the State Committee on Overseas Vietnamese continues to thoroughly grasp the Party's policy, promote innovation in the content and methods of work, take overseas Vietnamese as the center, and accompany overseas Vietnamese for the common development of the country. In any circumstance, overseas Vietnamese are always a part of the flesh and blood of the Vietnamese people, a valuable resource and a vivid symbol of soft power and Vietnamese identity in the modern world.

We expect the Congress to continue to clearly affirm the pioneering role of foreign affairs in the new situation, including overseas Vietnamese work as a pillar to unite the strength of the entire people, promote more effectively overseas Vietnamese resources in terms of intelligence, culture, economy, and communications, contributing to deepening and comprehensively strengthening the great national unity bloc in the new era.
