Emulation Cluster No. II of the Central Internal Affairs Committee summarizes activities in the first 6 months of the year

Speaking at the conference, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, briefly informed about the results of Party building work, the political system and the socio-economic development situation of Ninh Binh province in recent times.

In which, it is emphasized: In recent years, the Party Committee and people of Ninh Binh have united, joined hands to overcome difficulties and challenges, determined to successfully carry out tasks and achieved relatively comprehensive results in all fields.

The work of building the Party and the political system has been focused on, organized and implemented synchronously and effectively. Governments at all levels have resolutely innovated and created creativity in management and administration, achieving many new results in economic development.

To achieve that result, there is the contribution of the Party's Internal Affairs sector of the province in general and the Ninh Binh Provincial Party Committee's Internal Affairs Committee in particular, which has advised, proposed, and helped the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee to come up with solutions to ensure political security and social order and safety in the province...

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also said: In June, Ninh Binh province held a conference to announce the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050; this is an important event for all levels, sectors, agencies, units, localities, business communities, investors and all people to grasp the basic contents of the Provincial Planning in order to reach a high consensus on awareness and actions to effectively implement the Planning; at the same time, it is also an opportunity to promote the land and people of Ninh Binh, the potentials, advantages, preferential policies, and development orientations of the province, contributing to promoting investment attraction, maximizing resources, creating space, space, and new driving force for development, towards the goal of building Ninh Binh into a centrally-run city with the characteristics of a millennium heritage urban area.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council said: Today's conference is not only an opportunity to comprehensively evaluate all aspects of work and emulation movements of Emulation Cluster No. II, but also an opportunity for the Internal Affairs Committees of provincial and municipal Party Committees in the Red River Delta region to exchange and share good experiences and creative ways of doing things to learn from, thereby having accurate, timely and effective advice, proposals and recommendations in leading and directing internal affairs, preventing and combating corruption, negativity and judicial reform, contributing to stabilizing and maintaining political security, social order and safety, serving the cause of socio-economic development and building and rectifying the Party and the political system of Ninh Binh in particular and of the provinces and centrally-run cities in the Red River Delta region in general in the coming time.

According to the report at the conference, in the first 6 months of the year, the units in the Cluster have focused on advising the Party Committee to thoroughly grasp, deploy and issue many documents to direct internal affairs, anti-corruption, anti-negativity and judicial reform. Attention has been paid to guiding, urging, inspecting and supervising internal affairs, anti-corruption, anti-negativity and judicial reform.

The quality of appraisal and comments on documents has been improved. Timely advising the Party Committee to lead and direct the handling of emerging issues related to political security and social order and safety. Proactively coordinating with relevant agencies and units to propose bringing a number of cases and incidents to the attention of the Party Committee Standing Committee and the Provincial Steering Committee for Anti-Corruption and Negativity to monitor and direct handling. Advising on the implementation of public reception, receiving and handling of petitions and letters according to regulations, contributing to ensuring security and order, especially rural security.

Perform well the work of giving opinions on personnel work, contributing to building a clean and strong cadre team at all levels. Continue to perform well the tasks of the standing agency of the Judicial Reform Steering Committee and the Provincial Steering Committee for Anti-Corruption and Negative Affairs, contributing to improving the effectiveness of the Party Committee's leadership and direction on internal affairs, anti-corruption and negative affairs and judicial reform.

In addition, the staff is united, regularly focused on strengthening and perfecting; the effectiveness of all aspects of work continues to be improved, basically meeting the requirements of tasks in the new situation. The units have closely followed the core tasks of the industry, concretizing the content and criteria of emulation in accordance with the nature, characteristics and actual situation of each locality. Thematic emulation has become an important content in the activities of the units in the Cluster, contributing to creating motivation and emulation spirit in the whole industry.

The process of advising on handling cases and lawsuits has contributed to strengthening the coordination between judicial agencies and the Internal Affairs Committees of provincial and municipal Party Committees. Through the detection of violations and crimes, the Internal Affairs Committees of provincial and municipal Party Committees have promptly proposed to local Party committees and authorities to rectify their leadership, direction and organization to overcome shortcomings and limitations, not allowing violations to occur systematically and for a long time, negatively affecting the political security, economic and social situation in units and localities.

At the conference, there were many comments and speeches from delegates focusing on clarifying the results achieved in the first 6 months of the year. At the same time, they discussed and reflected on the difficulties and obstacles in the process of implementing internal affairs, preventing and combating corruption, negativity and judicial reform; and proposed solutions to overcome them to perform tasks more effectively in the coming time.

Comrade Vo Van Dung, member of the Party Central Committee, Permanent Deputy Head of the Central Internal Affairs Commission, gave a speech at the conference.

Speaking at the conference, comrade Vo Van Dung, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Committee, acknowledged and clarified a number of recommendations and proposals of the local Internal Affairs Committees, and at the same time gave specific instructions and orientations.

Regarding the tasks for the last 6 months of the year, Emulation Cluster No. II has agreed to set out 10 key tasks, focusing on: Continuing to proactively advise the Standing Committee of the Provincial Party Committee, City Party Committee, Standing Committee of the Provincial Party Committee, City Party Committee to concretize and effectively direct the implementation of the Central Committee's policies and resolutions on internal affairs, preventing and combating corruption, negativity and judicial reform.

Continue to monitor and supervise Party committees and organizations at all levels in implementing policies and resolutions of the Central, Provincial and Municipal Party Committees; resolve complicated cases related to internal affairs, anti-corruption, anti-negativity and judicial reform, especially cases and incidents monitored and directed by the Steering Committee for Anti-Corruption and Anti-Negativity of provinces and cities. Focus on monitoring, urging, inspecting, supervising, researching and proposing to the Standing Committee of the Provincial and Municipal Party Committees, the Steering Committee for Anti-Corruption and Anti-Negativity of provinces and cities to direct the handling of cases and incidents monitored and directed by the Standing Committee of the Provincial and Municipal Party Committees and the Steering Committee.

Improve the effectiveness of receiving, researching, and proposing the handling of petitions and letters while strengthening local work; improve the effectiveness of coordination with agencies, units, and localities; advise and prepare well for the reception of party members and citizens by the Secretary of the Provincial and Municipal Party Committees according to regulations.

Perform well the tasks of the Standing Office of the Steering Committee for Anti-Corruption and Negativity and the Steering Committee for Judicial Reform at the provincial level; proactively detect and propose to correct limitations, shortcomings, and violations in judicial activities. Closely coordinate with the Organizing Committee, the Inspection Committee of the Provincial Party Committee, the City Party Committee, functional branches and Party committees and organizations under the Provincial Party Committee and the City Party Committee to do well the work of internal political protection, inspection and supervision of law enforcement in all fields; promptly detect and propose to handle well the cases and problems that arise, not allowing "self-evolution" and "self-transformation" to occur internally.

Preside over or coordinate the appraisal of projects on internal affairs, anti-corruption, anti-negativity and judicial reform before submitting them to the Provincial Party Committee, City Party Committee, Provincial Party Committee Standing Committee, City Party Committee, Steering Committee for Anti-Corruption and Anti-Negativity and the Provincial Judicial Reform Steering Committee. Continue to advise the Provincial Party Committee Standing Committee and City Party Committee to promulgate coordination regulations between the Provincial Party Committee's Internal Affairs Committee and City Party Committee with relevant units in internal affairs, anti-corruption, anti-negativity and judicial reform. Continue to promote the implementation of Plan 15-KH/BNCTW of the Central Internal Affairs Committee.
