Mr. Phan Dinh Trac: Dong Nai has a golden opportunity to break through and develop

On behalf of the Politburo, Mr. Phan Dinh Trac, Politburo member, Head of the Central Internal Affairs Commission, assessed that this Dong Nai Provincial Party Congress is a special political event after the merger of Binh Phuoc province (old) into Dong Nai province.

Big challenge, requiring the Party to have strategic vision

Mr. Phan Dinh Trac said Dong Nai is among the leading countries in terms of the number and scale of industrial parks; maintaining a trade surplus, with export turnover reaching over 168 billion USD.

The area has key national projects such as Long Thanh airport, highways, and beltways connecting with Ho Chi Minh City and the Southeast provinces. The province is ranked 3rd out of 34 provinces and cities in terms of service index for people and businesses and is among the top 14 provinces and cities nationwide in terms of digital transformation level...

"I warmly commend the efforts and congratulate the important results that the Party Committee, government and people of Dong Nai province have achieved in the past term," said Mr. Trac.

However, the head of the Central Internal Affairs Commission also said that there are still limitations as pointed out in the political report at the Provincial Party Congress.

Mr. Trac said: "The economy has grown quite well, but the economic structure has not really shifted sustainably, there has been no breakthrough in high-tech industry; infrastructure is still lacking in synchronization, especially connecting traffic infrastructure and urban infrastructure. Administrative reform and state management in a number of areas such as land, minerals, planning, investment, construction order, environment, etc. still have many violations. Dong Nai has not yet clearly promoted its role as a gateway and connecting center of the Southeast region."

Noting the key national and regional projects that have been, are being and will be built in the area (Long Thanh airport, Phuoc An port and 10 expressways), Mr. Phan Dinh Trac emphasized that Dong Nai province has a "golden opportunity" to break through and develop, becoming a dynamic growth pole, a center of industry, services, logistics, modern tourism and high-tech agriculture of the Southern region and the whole country.

This is also a big challenge, requiring the Party Committee to have strategic vision, high political determination, drastic actions and synchronous and effective implementation.

The higher the position, the more exemplary one must be.

Regarding personnel work, Mr. Phan Dinh Trac directed: "We must continue to seriously and resolutely implement Conclusion No. 21 of the Central Executive Committee on Party building and rectification, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle.

In particular, it is necessary to focus on building a team of cadres at all levels, especially leaders and managers, first of all, truly exemplary leaders, strongly innovating working style and manners.

Cadres must have heart, vision, and a desire to contribute, dare to face difficulties and challenges, dare to think, dare to do, dare to take responsibility, dare to innovate for the common good. Cadres must say what they do, do what they say, know how to turn difficulties into motivation, turn challenges into aspirations to rise up. Cadres and party members who hold higher positions must be exemplary. Determined not to let old mistakes and loss of cadres like in the past recur."

According to the Head of the Central Internal Affairs Committee, it is necessary to boldly screen and replace weak cadres who do not meet requirements, avoid or fear responsibility, do not dare to do things, and lack diligence and professionalism.

At the same time, respect, encourage and protect cadres who have the desire to contribute, dare to face difficulties and challenges, dare to think, dare to do, dare to take responsibility, and dare to innovate for the common good.

Regarding the operation of the two-level government, Mr. Phan Dinh Trac requested the Dong Nai Party Committee to focus on leadership and direction so that the two-level political system model at the local level operates smoothly, effectively and efficiently. The government must be truly honest, close to the people, improve the quality of service to the people and all requests of the people must be handled and resolved from the grassroots level. This is an important task of this first term to lay the foundation for the following terms.

In addition, Dong Nai urgently completed the review and adjustment of the Provincial Planning for the 2021 - 2030 period, with a vision to 2050, with new development space and opportunities, ensuring consistency and synchronization with the socio-economic development strategy of the whole country and orientation of regional and inter-regional development space...
