According to the report at the conference, in recent years, the work of preventing and combating corruption, waste and negativity has been persistently and resolutely implemented by the Party and State and has achieved many outstanding results, contributing significantly to the work of building and rectifying the Party, developing the economy and society, and strengthening the trust of cadres, party members and people in the Party. The agreement of the Central Internal Affairs Commission and the Party Committee of the Government Inspectorate (now the Party Committee of the Government Inspectorate) to sign and organize the implementation of the Coordination Regulation No. 03-QCPH/BNCTW-BCSĐTTCP dated March 12, 2015 (Regulation) has significantly contributed to the results of preventing and combating corruption, waste and negativity of the Party and State; at the same time, helping the two agencies complete important political tasks within the functions, tasks and powers of each agency.
Over the past 10 years, the Central Internal Affairs Committee and the Government Inspectorate have coordinated to advise on perfecting the institution of preventing and combating corruption and waste with many important regulations such as: controlling conflicts of interest, responsibility of leaders, transparency, and control of assets and income. The two agencies have actively coordinated and implemented the programs and work plans of the Central Steering Committee on preventing and combating corruption and negativity and the annual Inspection Plan of the Government Inspectorate, ensuring both comprehensiveness and focus, focusing on areas prone to corruption, waste, negativity, pressing issues of public concern; proposing to the Politburo, the Secretariat, and the Steering Committee major policies, viewpoints, and orientations of the Party and State on internal affairs, preventing and combating corruption, waste, negativity, inspection, receiving citizens, handling complaints and denunciations, etc.
Speaking at the conference, Head of the Central Internal Affairs Commission Phan Dinh Trac emphasized that the coordination between the two agencies over the past 10 years has been carried out regularly, focusedly and effectively, contributing practically to creating strong changes in the work of preventing and combating corruption, waste, negativity, building and rectifying the Party and the political system. Since then, the position and prestige of the two agencies have been constantly enhanced.
The two agencies have focused on coordinating to advise on perfecting institutions, especially institutions on preventing and combating corruption, waste, and negativity, thereby contributing to gradually forming a strict prevention mechanism to make it "impossible" for corruption, waste, and negativity to occur, with regulations on controlling conflicts of interest; responsibilities of heads of agencies and units when corruption occurs; publicity, transparency, and accountability in public service activities of agencies, organizations, and individuals; control of assets and income; Party regulations on controlling power in inspection, auditing, investigation, prosecution, trial, and execution of judgments; in law-making, management, and use of public finance and public assets; on setting examples and on revolutionary ethical standards of cadres and party members.... In addition, the two agencies also coordinated to make many recommendations to overcome loopholes and inadequacies in mechanisms, policies, and laws on socio-economics.
"In particular, we have coordinated with the Steering Committee to direct inspections, discovered many violations, and transferred many corruption, waste, and negativity cases to the investigation agency to strictly handle them in accordance with the coordination mechanism in detecting and handling corruption, waste, and negativity of the Steering Committee," said the Head of the Central Internal Affairs Committee.
Most recently, the project to build the two hospitals of Bach Mai and Viet Duc, at the request of the Government Inspectorate, the investigation agency has initiated a case and prosecuted many related subjects. At the same time, the two agencies coordinated to review and inspect works and projects with difficulties, obstacles, slow progress, long-term backlog, low efficiency, and risk of loss and waste in accordance with the direction of General Secretary To Lam (the Government Inspectorate issued Plan 1505/KH-TTCP on July 22, 2025 for implementation).
Regarding some key tasks in the coming time, Head of the Central Internal Affairs Commission Phan Dinh Trac emphasized that internal affairs, preventing and combating corruption, waste and negativity are extremely difficult and complicated tasks; they are the responsibility of Party committees, Party organizations and the entire political system. In particular, the Central Internal Affairs Commission and the Government Inspectorate are the core agencies to advise the Party and State to resolutely and persistently promote the fight against corruption, waste and negativity, maintain strict discipline and order, build a clean and strong Party and political system, contributing to strengthening the people's trust and attachment to the Party, State and socialist regime.
The Head of the Central Internal Affairs Commission suggested that in the coming time, the two agencies should continue to improve the effectiveness of coordination in advising on the construction and improvement of institutions on preventing and combating corruption, waste, negativity, inspection, receiving citizens and handling complaints and denunciations. "Actively coordinate to review, detect, and propose to overcome loopholes and inadequacies in mechanisms, policies, and laws that are the causes of violations, corruption, waste, and negativity that have occurred in the recent past, not allowing violations to recur, repeatedly, contributing to the improvement, resolute implementation of synchronous, effective, and efficient institutions on preventing and combating corruption, waste, and negativity," the Head of the Central Internal Affairs Commission emphasized.
