The first Congress of Party Delegates of Central Party Agencies, term 2025-2030

On September 23 and 24, at the Ho Chi Minh National Academy of Politics, the Party Committees of the Central Party agencies solemnly held the first Party Congress for the 2025-2030 term. The Congress had the theme "Continuing to strongly innovate thinking and action, improving strategic advisory work; building a clean and strong Party Committee; successfully completing the set goals and tasks". Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies delivered the opening speech at the Congress.

Speaking at the opening of the Congress, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies, on behalf of the Party Committee, expressed his deep gratitude for the close leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and Comrade General Secretary To Lam; the close and effective coordination of the Central Committees, ministries, branches, provincial and municipal Party Committees directly under the Central Committee so that the Party Committees of the Central Party agencies could successfully complete their tasks. Implementing Directive No. 45-CT/TW of the Politburo and the regulations and instructions of the Central Committee, the Standing Committees of the Party Committees of the Central Party agencies and Party Committees at all levels have led, directed, and successfully organized the Party Congresses at all levels in accordance with the Central Committee's plan.

With the motto of the Congress "Solidarity - Democracy - Discipline - Setting an example - Breakthrough - Development " , Comrade Tran Cam Tu asked the delegates to uphold their responsibility, promote democracy, concentrate their intelligence, and contribute their opinions to the draft documents of the Party Committee and the draft Political Report of the 14th National Party Congress. He deeply believes that, with the role of "strategic advisor" serving the leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, the Party Committee will promote the spirit of solidarity, loyalty, dedication, and creativity, and excellently complete the assigned tasks; join hands and unite with the whole country to realize the aspiration to build a strong, prosperous, civilized, and happy country.

Comrade Nguyen Long Hai, alternate member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Central Party agencies, presented a summary of the draft Political Report of the Party Executive Committee for the 2020-2025 term. The Congress listened to the Report reviewing the leadership and direction of the Party Executive Committee of the Central Party agencies; watched a report on some outstanding results of the Party Committee in the 2020-2025 term ; and continued the discussion program.

In his speech at the Congress, General Secretary To Lam praised and highly appreciated the achievements of the Party Committees of the Central Party agencies. The General Secretary emphasized that since the beginning of the 13th Congress term, the domestic and international situation has had many complicated developments, many new and unprecedented issues have arisen, and facing "many big waves and strong winds", our Party has clearly demonstrated its steadfastness, steering the country's ship to overcome difficulties and challenges and continuously achieving new achievements, aiming to complete all targets and tasks of the 13th Congress, creating a foundation to bring the country into an era of strong and prosperous development.

The results of the work in recent times have affirmed the important, core, exemplary role of the Party Committees of the Central Party agencies, contributing significantly to the innovation of the Party's leadership and governance methods; enhancing the Party's prestige, position, and strength, and consolidating the people's trust. According to the General Secretary, the role and responsibility of the Party in the coming time is very great - the people place their trust and expectations in the Party - requiring the Party to constantly innovate, improve, and improve itself to meet the very high requirements and demands in the new situation. The Central Party agencies are the "strategic staff", directly serving the Central Committee, the Politburo, and the Secretariat in planning the Party's major guidelines and policies; in directing and organizing implementation; in inspecting, supervising, summarizing practices, and developing theories. The quality of the activities of the Central Party agencies is decisive for the leadership capacity, governing capacity, and fighting strength of the entire Party. Therefore, every cadre and party member needs to deeply realize that he or she is shouldering a great responsibility before the Party, State and people.

The General Secretary requested that the Party Committees of the Central Party agencies deeply assess the requirements and tasks in the new situation, the important roles and positions of Party committees, Party organizations and each cadre and Party member in the Party Committee, thereby supplementing and perfecting the policies, tasks and breakthrough solutions in the coming time. In particular, thoroughly grasp and implement three requirements and four key work orientations. Regarding the three requirements, it is necessary to ensure Party spirit, combativeness and pioneering spirit in all aspects of work, Party organizations and Party members in the Party Committee must be exemplary, steadfast, leading forces, ensuring the Party's leadership in all aspects of social life. The Party Committee must be truly clean, strong in all aspects, exemplary - setting an example for Party organizations in the political system to follow.

Strengthening coordination and close cooperation. Party committees and agencies must establish a mechanism for interconnected and synchronous coordination between agencies, forming a unified block, a "strategic general staff" closely linking: Staff-organization-inspection-internal affairs-policy, strategy-propaganda, mass mobilization-theory, propaganda... All for a common goal, best serving the leadership and direction of the Party Central Committee.

Regarding the four key work orientations, the General Secretary requested that the Party Committee lead, coordinate leadership, and direct to raise the level and improve the quality of strategic advisory work; be one step ahead in grasping the situation, forecasting trends, and proposing strategic solutions to meet the increasingly high requirements of the Party Central Committee's leadership and direction in the new situation. Promote theoretical research, summarize practices, and link with policy orientations; continue to clarify major theoretical issues on socialism and the path to socialism in Vietnam; promptly summarize new experiences from practice, and supplement and develop the Party's platform, guidelines, and resolutions.

The Congress announced the Politburo's Decision on appointing 39 official delegates and five alternate delegates to attend the 14th National Party Congress.

The Congress unanimously voted to pass the Resolution of the 1st Congress of Party Delegates of Central Party Agencies, term 2025 - 2030; Action Program, with three groups of tasks, solutions and three breakthroughs for the term 2025 - 2030. Three breakthroughs include: Continuing to strongly innovate thinking and action, raising the level of strategic advisory work of Central Party agencies; building a team of cadres and party members with sufficient qualities, capacity, prestige, equal to the tasks, especially leaders, managers, strategic-level advisory cadres, and leading experts; promoting administrative reform, applying information technology, digital transformation; strongly innovating leadership methods, direction, working style and manners to ensure science, professionalism and efficiency.

In his closing speech at the Congress, comrade Tran Cam Tu affirmed that the first Congress of Party Delegates of Central Party Agencies was a great success. The delegates unanimously voted to pass the Resolution of the Congress for the 2025-2030 term, demonstrating the spirit of solidarity, unity of will and aspiration to rise of all cadres, civil servants, public employees and workers in the entire Party Committee.

Emphasizing the key tasks in the coming time, comrade Tran Cam Tu requested Party committees, Party organizations and all cadres, Party members, civil servants, public employees and workers to continue to promote the strength of solidarity, overcome all difficulties and challenges, continue to strongly innovate thinking and action, improve the quality of all aspects of work, especially strategic advisory work, strive to build a truly clean and strong Party organization, contributing to the successful implementation of the Resolution of the 14th Party Congress and the country's development goals in the new era.
