EU does not impose anti-dumping tax on Hoa Phat hot-rolled steel coil

On September 26, 2025, the European Commission (EC) issued the EU 2025/1919 Implementation Decision, officially imposing anti-dumping duties on some hot-rolled steel (HRC) products imported from Vietnam, Egypt and Japan. According to this decision, Hoa Phat Group's hot-rolled coil steel is not subject to anti-dumping duties by the EU.

The current anti-dumping measures do not apply to Vietnamese export producers such as Hoa Phat Group, including Hoa Phat Dung Quat Steel Joint Stock Company, Hoa Phat Cold Rolled Steel Company Limited, Hoa Phat Steel Sheet Company Limited, Hoa Phat Steel Pipe Company Limited – Hung Yen Branch, Hoa Phat Binh Duong Steel Pipe Company Limited and Hoa Phat Da Nang Steel Pipe Company Limited.

The 0% tax rate helps Hoa Phat maintain its competitive advantage in the EU market and especially downstream enterprises using Hoa Phat's HRC can confidently export to the EU without facing barriers regarding origin and dumping of raw materials.

Hoa Phat HRC steel exported to Europe is subject to a 0% tax rate, the European tax rate applied to other Vietnamese enterprises is 12.1%.

The fact that Hoa Phat's HRC is not subject to anti-dumping tax by the EU reflects Hoa Phat's internal capacity and international legal experience and the maturity of Vietnamese enterprises in adapting and meeting the strict standards of the global market.

Hoa Phat's success is due to optimizing costs at all stages of production, from input materials to finished products, improving product quality, ensuring international standards at reasonable prices. Hoa Phat's accounting system is clear and transparent, ensuring full and accurate retrieval of reference data. During the investigation process, Hoa Phat cooperated closely and proactively provided full data and relevant information to the EU investigation agency.

On August 8, 2024, the European Commission (EC) issued a Notice of Initiation of Anti-dumping Investigation into Certain Hot-Rolled Steel Products originating from Egypt, India, Japan and Vietnam, imported into the European Union (EU). The anti-dumping investigation period is from April 11, 2023 to March 31, 2024. The injury investigation period is from January 1, 2021 to March 31, 2024.

On July 16, 2025, the European Commission (EC) issued a final decision on the anti-dumping investigation into some hot-rolled steel products imported from Egypt, Japan and Vietnam into the European Union (EU). Accordingly, Hoa Phat Group's hot-rolled steel coils are not subject to anti-dumping duties by the EU.

Proud to be the only Vietnamese enterprise that can produce HRC, Hoa Phat has recently provided the market with a variety of HRC products with different widths and thicknesses according to customer needs. Hoa Phat HRC products meet a series of strict world standards such as: JIS, MS, SAE, BS EN... and are granted CE Marking - a quality certification considered a "passport" when exporting to Europe.

Hoa Phat has just reached the milestone of 15 million tons of hot rolled coil (HRC) on September 20, 2025. Of which, HRC1 Factory of Hoa Phat Dung Quat 1 Iron and Steel Production Complex reached more than 13.5 million tons. HRC2 Factory of Hoa Phat Dung Quat 2 Iron and Steel Production Complex contributed nearly 1.5 million tons.

Hoa Phat Group is the largest steel producer in Southeast Asia, equivalent to the Top 30 largest steel enterprises in the world. From 2026, Hoa Phat's steel production capacity will reach 16 million tons/year, including 9 million tons of HRC steel, high-quality steel, contributing to fully meeting the needs of domestic and foreign markets.
