The 1st Government Party Congress held a preparatory session.

Prime Minister Pham Minh Chinh, Secretary of the Government Party Committee, chaired the preparatory session of the 1st Government Party Congress, an important political event marking the new organizational model of the Government Party Committee.

On the morning of October 12, at the National Convention Center, My Dinh, Hanoi, the 1st Congress of the Government Party Committee, term 2025-2030 held a preparatory meeting. Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired the meeting.

Attending the congress were Politburo members, Party Central Committee Secretaries, Party Central Committee members; Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee; comrades in the Government Party Committee Standing Committee; leaders of ministries, branches, agencies, and economic groups who are members of the Government Party Committee Executive Committee.

The Congress was attended by 453 delegates, including 60 ex-officio delegates, 157 officially appointed delegates and 236 elected delegates, representing over 209,000 party members from 2,211 grassroots party organizations in the entire Government Party Committee .

Before the Congress, early in the morning of the same day, the delegation attending the 1st Government Congress visited President Ho Chi Minh's Mausoleum and went to the Monument to Heroes and Martyrs on Bac Son Street to offer flowers and incense to commemorate the Heroes and Martyrs.

At the Ho Chi Minh Mausoleum, before his spirit, the delegation expressed their boundless gratitude and respectfully remembered President Ho Chi Minh's great contributions to the revolutionary cause of our Party and nation. He devoted his whole life to the people and the country, leading our Party and people to glorious victories. The delegation's wreath bore the inscription: "Forever grateful to the great President Ho Chi Minh."

At the Monument to the Heroes and Martyrs on Bac Son Street, in a solemn atmosphere, the Party and State leaders expressed their gratitude to the nation's outstanding sons who did not spare their blood and bones, bravely fought and sacrificed for the independence and freedom of the Fatherland, for the happiness of the people. The delegation's wreath bore the inscription: "Forever grateful to the Heroes and Martyrs."

At the preparatory session, the Congress elected the Presidium and the Congress Secretariat; elected the Delegate Qualification Review Committee; and approved the Congress's Working Program and Working Regulations. Also at the preparatory session, the Congress divided into 15 groups for discussion and then held a general discussion in the Hall.

Speaking at the end of the preparatory session, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh highly appreciated the Subcommittees for their careful preparation of political reports; content, ceremony, logistics, and organization of the Congress. In particular, the draft documents submitted to the Congress were built seriously, methodically, scientifically, intellectually, democratically and in accordance with regulations.

Along with that, preparations have been made to organize a photo exhibition on achievements and results of the 2021-2025 term of the affiliated Party Committees; exhibition of achievements in science and technology, innovation and digital transformation; exhibition of achievements in economic, cultural and social development. Thereby, making the Congress not only a particularly important political activity but also a Festival of the entire Party Committee.

Noting the contents that need to be focused on discussing in the afternoon of October 12 and at the official session of the Congress taking place on October 13, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh requested delegates to promote spirit, responsibility, seriousness, maintain discipline, order, solidarity, intelligence, innovation, and efficiency to discuss and contribute opinions to the Congress documents and the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.

In particular, along with evaluating the outstanding results achieved in the 2020-2025 term in the context of more difficulties and challenges than opportunities and advantages, it is necessary to point out lessons as well as limitations that need to be overcome.

In particular, contribute ideas and propose breakthrough tasks and solutions to successfully implement the Resolution of the 14th National Party Congress, bringing the country into an era of wealth, civilization, prosperity and happiness.

The 1st Government Party Congress, term 2025-2030 is the first Congress of the Government Party Committee under the new organizational model.

The Congress has the theme: "Building a clean and strong Government Party organization; solidarity, exemplary leadership in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, becoming rich, strong, civilized, prosperous, and happy." The motto of the Congress is: "Solidarity, discipline - Democracy, innovation - Breakthrough development - Close to the people."

The Congress has the task of summarizing and evaluating the results of the 2020-2025 term, reviewing the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; determining the directions, goals, tasks and solutions for the 2025-2030 term; and at the same time discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party./.
