The 1st Congress of Ho Chi Minh City Party Committee: Promoting the position of the origin of innovation, spreading the aspiration for development

“The city named after Uncle Ho, where the quintessence of the country harmonizes…”, the opening sentence in the speech of General Secretary To Lam at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, is not only a source of pride, but also a message of responsibility, promoting the position of “the origin of innovation”, spreading the aspiration for development, above all, building a government that is truly close to the people and serves the people.

Contributing more than 1/3 of total national budget revenue

Speaking at the Congress, General Secretary To Lam acknowledged Ho Chi Minh City's efforts in streamlining the administrative apparatus to be streamlined, effective and efficient. The General Secretary emphasized that the city has seriously implemented the arrangement and merger of administrative units; at the same time, strongly changed the style, manner and service attitude, promoted digital transformation, towards a serving government, close to the people, transparent and modern.

Secretary of the Party Central Committee, Secretary of the City Party Committee Tran Luu Quang also stated that in the 2020-2025 term, despite facing many unprecedented difficulties and challenges, especially the serious impact of the Covid-19 pandemic, the Party Committee, government and people of Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau have united and made efforts to overcome challenges, achieving many important results in all fields.

The work of arranging, perfecting the organizational apparatus, and streamlining the payroll has been implemented synchronously, associated with the construction of a 2-level local government model suitable for the scale and management characteristics of the city after the merger. From the tradition of the 3 localities closely linked throughout history, a new development space, new resources and motivation, new synergy have been created, opening a period of development with greater stature, scale, position and aspirations.

In the socio-economic field, the city has completed and exceeded most of the main targets of the term. The average GRDP growth rate reached 6.7%/year, the average GRDP per capita reached 8,224 USD, 1.7 times higher than the whole country, the economic scale accounted for over 23.5% of the country's GDP, contributed more than 1/3 of the total national budget revenue, the number of enterprises accounted for 31% of the whole country.

During the past term, Ho Chi Minh City continued to maintain its position as a major economic center of the country, with a service, tourism, industrial, logistics, startup, and innovation ecosystem that developed exceptionally, converging the country's leading institutional and digital governance platforms.

The city also has strategic breakthroughs, removing many "bottlenecks" such as: implementing Resolution No. 31-NQ/TW of the Politburo, Resolution No. 98/2023/QH15. At the same time, actively and proactively synchronously deploying 7 strategic resolutions of the Politburo in various fields and initially achieving some positive results...

“These great results are vivid evidence of the mettle, intelligence, spirit of solidarity, dynamism and creativity of the Party Committee and people of Ho Chi Minh City, demonstrating the steadfast will and strong aspiration to rise up for rapid, sustainable, modern, integrated and humane development, worthy of being the locomotive and driving force of the whole country,” the Secretary of the City Party Committee emphasized.

Worthy of the Central's expectations and the people's trust

In addition to the achievements, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Duoc also pointed out that in the past term, there were still some shortcomings and limitations: the growth model, infrastructure, and regional connectivity were not yet synchronized. Ho Chi Minh City faced urgent social problems such as: rich-poor polarization, development disparity between localities, environmental pollution, traffic jams, and flooding that have not been effectively resolved...

Frankly admitting, Secretary of the City Party Committee Tran Luu Quang expressed that “we are not complacent with the results we have achieved, we are not satisfied with ourselves, but we must ask ourselves: Where does Ho Chi Minh City stand in relation to development with major regional and international centers? Have the city's potential, advantages, resources, identity and traditions been promoted appropriately? Have the people's living standards, income and happiness really become a measure of development?”.

The Executive Committee of the Ho Chi Minh City Party Committee, Term I, set out the orientation for building and developing the city in the next 5 years with the overarching goal: building a clean and strong Party Committee and political system of the city; continuing to perfect the organizational model of the political system; promoting the tradition of solidarity, dynamism, humanity, creativity, daring to think, daring to do, pioneering for the whole country, and joining the whole country in entering a new era of development.

Mobilizing all resources, effectively exploiting potentials, advantages, strategic positions and effective development of science and technology, innovation, digital transformation to promote rapid and sustainable socio-economic development; towards the 100th anniversary of the Party's founding (2030), the city becomes a civilized, modern urban area, a center of innovation, dynamism, integration leading the cause of industrialization and modernization of the country, with a prominent position in Southeast Asia, in the group of 100 global cities, worth living and having an innovation ecosystem in the world, belonging to the high-income group.

Vision to 100 years of the country's founding (2045), to be among the top 100 best cities in the world, worthy of being an international megacity of Southeast Asia, an economic, financial, tourism, service, educational, and medical center of Asia, an attractive global destination, with distinctive and sustainable economic, cultural, and social development, high quality of life, and deep international integration.

The first Congress of the Ho Chi Minh City Party Committee opened a new chapter for the special urban area, marking a major shift after the merger. In particular, when General Secretary To Lam spoke about "a super city converging three poles of dynamic development", it was not just a geographical description, but a vision of a unified, connected, and diffused city, where each developing area contributes to the overall momentum. That belief was further reinforced when the General Secretary emphasized the need to build a streamlined, effective, and efficient apparatus, strongly transforming into a government serving the people. But more than that, it was the spirit the General Secretary conveyed: arousing aspirations, strengthening beliefs, and putting people at the center of development.

The city named after Uncle Ho, after more than half a century of renovation, has now begun a new journey, a journey of faith, intelligence and people's hearts. That is also the most enduring source of strength to build a civilized, modern and happy Ho Chi Minh City, worthy of being the source of innovation and spreading the aspiration for development for the whole country.

At the Congress, Party Central Committee member, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced the Politburo's Decision to appoint the Standing Committee of the Ho Chi Minh City Party Committee for the 2025-2030 term, including 7 delegates.

Specifically, appoint Mr. Tran Luu Quang - Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee as Secretary of the Ho Chi Minh City Party Committee for the 2025 - 2030 term. Appoint 5 Deputy Secretaries of the City Party Committee including: Mr. Nguyen Van Duoc, Mr. Vo Van Minh, Mr. Nguyen Phuoc Loc, Mr. Dang Minh Thong and Ms. Van Thi Bach Tuyet.

Mobilize, assign and appoint Mr. Le Quoc Phong - Member of the Party Central Committee, former Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap Province - to participate in the Executive Committee, Standing Committee of the Ho Chi Minh City Party Committee for the 2025 - 2030 term and hold the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee.
