Draft documents to be submitted to the 14th National Party Congress are being widely consulted throughout society. Many opinions say that this time the documents have been carefully prepared, with viewpoints and goals for national construction and development in the new period; especially, there are many strategic decisions, demonstrating breakthrough development thinking.

The highlight is that the viewpoints and goals for national development are clearly defined, specific, easy to understand and easy to implement. The document is based on human development, arousing aspirations, national independence and self-reliance, aiming at the country's two 100-year goals. Many opinions believe that these are not just numbers, but also a political commitment, at the same time expressing the nation's aspirations to rise in the new era.

Associate Professor, Dr. Le Van Cuong (Deputy Director of the Institute of Party Building) commented: "The viewpoint and target are very clear, concise, and not lengthy. 100 years of the Party's founding, the GDP per capita can be measured and counted at 85,500 USD. The vision for 100 years of the country's founding is a highly developed middle-income country. Just reading the political report, it has become an action program that is easy to grasp, easy to organize, and easy to implement to achieve the goal."

Many opinions said that this draft document is concise, the main development goals and targets for the next 5 years are specified with clear numbers. In particular, in the guiding viewpoint, the draft emphasizes taking science , technology, innovation and digital transformation as the main driving force.

"I think digital transformation plays a very important role in laying the foundation for all future development activities. When the Party has directed and implemented it, the success will be higher. In 10-15 years, we will be able to witness its results," Dr. Phung Van On (Vice President of the Vietnam Information Technology Association) affirmed.

"The concept of rapid and sustainable development is of special importance, because if we do not develop rapidly and sustainably, we will fall behind. If we fall behind, we will not be able to catch up, cannot keep up, and even cannot surpass other countries in some aspects," Associate Professor, Dr. Vu Van Phuc (former Editor-in-Chief of Communist Magazine) stated his opinion.

Appreciating the orientation of developing the private economy into an important driving force is a new breakthrough. Some opinions also believe that the issue is the need for drastic action, especially the early completion of institutions to create a legal corridor for this economic sector to make a breakthrough.

"I think that in the political report and the draft document, it is clearly stated that institutions are one of the first and necessary contents for development. To develop, it is necessary to remove bottlenecks in the institutions," said Ms. Dinh Thi Phuong Lan (Vice Chairwoman of the National Assembly's Ethnic Council).
